wishing to leave the coun-
try. Those wishing to go
abroad for limited periods
must produce a guarantor,
who remains in Iran, and
who is committed to the re-
turn of the would-be travel-
ers. If the latter fail to re-
turn, the guarantor is liable
to legal prosecution.
Jews seeking to emigrate
from Iran permanently are
free to do so — but must
leave virtually all their
wealth and property behind
them. They are forbidden to
take with them jewelry,
carpets, electrical
appliances or large sums of
cash.
This situation was de-
scribed in Jerusalem by
Likud Knesseter Moshe
Katzav, himself of Persian
origin.
Katzav pointed out,
too, that as a result of the
U.S. rupture of diploma-
tic ties with Iran, many
Iranian Jews now living
in the U.S. will have to
apply for refugee status,
or else go to Israel, when
their Iranian passports
expire.
According to a recent re-
port in Haaretz based on in-
formation from Iranian
sources in Israel, some
30,000 Jews out of an esti-
mated 80,000 have left Iran
over the past year or so. The
majority have gone to the
U.S. and Canada with some
10,000 or so in Israel.
A considerable number of
these emigrants, according
to the paper, do not regard
themselves as having left
Iran permanently, and
some have already returned
there.
The paper said there is no
outright anti-Jewish dis-
crimination on the part of
Iranian authorities.

What men call accident is
the doing of God's provi-
dence.

Hurwitz Pleased by COL Figure

TEL AVIV (JTA) — Fi-
nance Minister Yigal Hur-
witz said he was pleased
that the cost-of-living index
rose by only 5.1 percent in
March, the last month of the
1979-1980 fiscal year. It
was the second successive
'month in which the COL
index hovered at five per-
cent.
But many economists be-
lieve this was a temporary
breathing spell and that liv-
ing costs will soar more
steeply in April. They noted
that the March-figure bene-
fitted from an energetic
campaign to keep prices
down before the Passover
holiday.
In April, the beginning of
the new fiscal year, cost-of-
living allowances for the
last six months will be in-
cluded in wages. By agree-
ment between the govern-,
ment and Histadrut, they
will be 46 percent greater
than the previous
allowance.
In addition, the price of
fuel is expected to rise by
32 percent this month,
which will mean higher
prices for electricity and
water which in turn will
increase the costs of
many other products and
commodities.
Meanwhile, the Central
Bureau of Statistics re-

JERUSALEM (JTA) —
Security forces broke up vio-
lent demonstrations in Abu
Dis village and in Ramallah
April 9. A number of arrests
were made and the demon-
strators were charged with
disturbing the peace.
Students at the UNRWA
school in Ramallah threw
stones and burned tires in a
demonstration marking the
anniversary of the destruc-
tion of the Arab village of
Deir Yassin by Irgun forces
during Israel's War of Inde-
pendence. They were also
expressing solidarity with-
Mayor Kharim Khallaf of
Ramallah and Mayor Ib-
rahim Tawil of E1-Bireh
who went on trial allegedly
assaulting an Israeli
policeman more than a year
ago.
Both mayors were acquit-
ted by the magistrate who
accepted the testimony of
defense witnesses that the
defendants did not deliber-
ately strike the policeman
but were knocked against
him during a fracas in the
Supreme Court building.
The demonstration in
Abu Dis was staged by stu-
dents protesting the shut-
down of the seminary there.
They waved Palestinian
flags and placards.
A half-dozen students
from Ramallah claimed
after the deomonstration
that they were cut and be-
aten by Arab-speaking Is-
raeli soldiers in revenge for
the terrorist attack on the
Misgave Am nursery.

leased figures for the full
fiscal year which ended
March 31. The average COL
increase was 120 percent.
This included a 160 percent
hike in food, a 140 percent
increase in the cost of hous-

in the cost of clothing and

that manufacturers have
had to find markets for their
products abroad, thereby
increasing exports.

The price of new cars de-
clined by six percent last
month because of lack of
customers. But this had no
impact on the overall price
index, the economists said.
Hurwitz took comfort,
however, from the decline in
the country's balance of
trade deficit. Exports now
cover almost 70 percent of
imports compared with
barely 50 percent a few
