German leaders in both the
government and opposition
parties appeared to be in
agreement on a Middle East
policy favorable to the
Palestinian cause and
recognition of the Palestine
Liberation Organization as
a participant in the peace
process.
In a debate broadcast last
Friday on the German
Radio network, Foreign
Minister Hans-Dietrich

He maintained that its
implementation within the
framework of a Middle East
peace settlement might 're-
store Arab unity which is a
major aim of Bonn's policy
in that region.
Former Chancellor
Willy, Brandt, chairman
of the ruling Social
Democratic Party, con-
tended that a considera-
ble portion of the PLO's
leadership would be
favorable to a solution
based on United Nations
Security Council Resolu-
fions 242 and 338 which
would enable both Pales-
tinians and Israelis to live
within secure boundaries
in their respective states.
Brandt met with PLO
chief Yasir Arafat in Vie-
nna last year, a move widely
interpreted as a major shift
in West Germany's Middle
East position and bitterly
denounced by Israel.
Another participant in
the debate, former Foreign
Minister Gerhard
Schroeder of the opposition
Christian Democratic
Union, observed that any
lasting solution to the
Arab-Israeli conflict must
offer the Palestinians the
opportunity to create a
state-like entity. According
to Schroeder, Israel should
rely for its security on Big
Power guarantees and de-
militarized zones.
Schroeder, who met with
Arafat five years ago — the
first German political
leader to do so — said he
doubted that the Palesti-
nian issue could be resolved
without the participation of
the PLO.
He said that would test
the responsibility of the
Israeli government.

tinues to seek public
support for the upcoming
diplomatic initiative by

In Detroit, the Jewish
Community Council has
denounced the Austrian
government's diplomatic
recognition of the PLO as an
"endorsement of terrorism."
In a letter to Austrian
Chancellor Bruno Kreisky
on behalf of Detroit's 300
Jewish organizations,
Community - Council
President Marian Shifman
stated, "It is regrettable, in
our opinion, that the gov-
ernment of Austria has seen
fit to recognize — and there-
fore encourage and give
sustenance to — forces of
terrorism and destruction,

forces which have been re-
sponsible for the senseless
and wanton murder of hun-
dreds of innocent men,
women and children."
Mrs. Shifman added that
through its political cove-
nant, through its public
statements and through its
actions, ". . the PLO con-
tinues to dedicate itself to
the destruction of the sover-
eign and democratic state of
Israel."



AFL-CIO Head
Pays Tribute
to Israel

NEW YORK — AFL CIO
President Lane Kirkland
called Israel "America's
most loyal ally" and de-
clared that as a matter of
self-interest alone, the sur-
vival of Israel must remain
the keystone of American
policy in the Middle East."
In commenting on the up-
coming talks • between
President Carter, Israeli
Prime Minister Begin and
Egyptian President Sadat,
Kirkland said that
"Nothing would do more to
ensure the success of the
forthcoming talks and to
clear the way for permanent
peace between Egypt and
Israel than the unequivocal
declaration that America
stands against the creation
of a Palestinian state dedi-
cated to Israel's destruc-
tion."
Kirkland spoke at a re-
cent dinner in Washington
honoring J. Albert Woll,
general counsel of the
AFL-CIO.
More than $6 million in
Israel Bonds and other in-
struments were purchased
in tribute to Woll, who
was cited for his "decades of
- service to American labor
and his devoted support of
Israel."
