Security Council Continues
Palestinian Rights Debate

UNITED NATIONS
(JTA) — Members of the Se-
curity Council were holding
private consultations Wed-
nesday on the resumption of
the debate which began
Monday on Palestinian
rights. A spokesperson for
the UN could not say this
morning when the debate is
likely to resume.
The Palestine Liberation
Organization and its sup-
porters initiated the debate,
pressing the council to vote
on the issue of Palestinian
statehood despite the fact
that the United States is

such a resolution.
Addressing the council on
Monday, Yehuda Blum, Is-
rael's Ambassador to the
United Nations, charged
that "This debate was in-
itiated and timed to try and
frustrate the ongoing peace
process in the Mideast." He
said that the PLO and its
supporters initiated the de-
bate to sabotage the au-
tonomy talks and the up-
coming peace talks in
Washington between
President Carter, President
Anwar Sadat of Egypt and
Premier Menahem Begin of
Israel.
As for the PLO's cam-
paign to have the council
support the creation of
an independent Palesti-
nian state, Blum said that
a Palestinian Arab state
has been in existence
since 1946.
"Two states have been es-
tablished on the territory of
the former Palestine man-
date," Blum declared. "One
is the Palestinian Arab
State of Jordan, which
achieved national self-
determination, indepen-
dence and sovereignty in
1946. The other is the Pales-
tinian Jewish State of Israel
which became independent
in 1948."
Meanwhile, in Washing-_
ton, the new head of the
European Economic Com-
munity (EEC), Foreign
Minister Gaston Thorn of
Luxembourg, said last week
that the United Nations
might be asked to take up
the Arab-Israeli conflict, in-
cluding a redefinition of Is-
radl's security if Israel,
Egypt and the U.S. fail to
reach an agreement in their
autonomy talks by the
target date of May 26.
Thorn spoke to reporters
at the State Department
after meeting with Secre-
tary of State Cyrus Vance.
Shortly afterwards, Vance
lunched with former
Foreign Minister Moshe
Dayan of Israel, accom-
panied by the Israeli Am-
bassador to the U.S. Ep-
hraim Evron. Dayan did not
speak to reporters who
waited for him in the State
Department lobby.
Thorn said that "no one
is trying to change" Se-
curity Council Resolu-
tion 242 before the May 26
date. After that, however,
should an agreement not
be reached, West Euro-
pean nations will take the
issue to the UN to con-
sider a Palestinian home-
land and a "change in the
definition of Israel's se-
curity."
Thorn told reporters,
"Even if my Israeli friends
say so, it is wrong for the
U.S. to do everything" with
respect to seeking a settle--
ment of the Arab-Israeli
conflict."

The number of clients
