BILU Means Aliya and Project Renewal
To anyone familiar with
the history of Zionism, the
word "Bilu", an acronym
from the Hebrew words to a
Bible verse, "0 House of
Jacob, come and let us go,"
conjure up visions of hardy
pioneers.
BILU, the first modern
Zionist, pioneering move-

bers — young idealists and
dreamers — arrived in what
is now Israel to build the
new Jewish state.
The Detroit Jewish com-
munity has developed a spe-
cial partnership with an-
other Bilu, a neighborhood
in Ramla, an historic city on
the road from Jerusalem to
Tel Aviv.
Bilu is one of 160 dis-
tressed neighborhoods
throughout Israel which
have been targeted for a
massive social rehabilita-

Israel is bearing half the
costs of this ambitious plan.
The rest will come from
Jews elsewhere in the
world. Since Project Re-
newal began last year, De-
troit has ma4 large strides
in meeting its $15 million
share.
Ramla was established by
Arabs in the year 716. At
various times there were
large Jewish populations in
the city, but by the 1930s,
only five Jewish families
lived in Ramla — and they
left after a wave of Arab ter-
rorism in 1936. Most of the
Arabs left during Israel's
War of Independence, and
by 1948, Ramla had only
1,500 residents.
The city began to grow
again in the 1950s, as
Jewish immigrants were
absorbed by the new state.
The population is now more
than 35,000.
Jane Sherman, a
member of the United
Jewish Appeal's national
coordinating committee
for Project Renewal and
coordinator of Detroit's
Project Renewal effort,
paints a vivid picture of
the need for social re-
habilitation in Ramla.
"Over the years the resi-
dents of Bilu, like those of
other Project Renewal
neighborhoods, have lost
their pride and self-
confidence," she said. "Some
parents are so beset by the
problems of daily living
they take little or no inter-
est in their children's edu-
cation.
"There are four old, run-
down schools in Bilu, and a
high proportion of the stu-
dents are considered cul-
turally deprived. Few make
it into high school. The
youth clubs are under-
budgeted and older te ena-
gers and those just out of the
army find little to occupy
them."
Thirty-eight percent of
Bilu families survive on
government social insur-
ance or welfare grants, Mrs.
Sherman said. The area's
single clinic, in a rundown
Arab building, is served by
an over-worked staff.
Project Renewal is al-
ready having a positive
effect on the neighbor-
hood. Since the program
began last year, 10 resi-
dents have been trained
as block workers to help
Bilu tackle specific prob-
lems. •
Housing and streets are
being rehabilitated and
special funds have been es-
tablished for tutoring, arts
programs, teacher enrich-
ment and parent groups.
"We've made some pro-
gress, but the tasks of re-
newal have barely begun,"
_ Mrs. Sherman said. The ef-
fort requires special com-
mitments from members of
the community, either
monetary pledges or capital
gifts for the establishment
of a school of community
center.
"In numbers, the original
BILU Zionist movement
was insignificant, but it was
very important to the his-
tory of the Jewish people as
the nucleus of the First
Aliya," Mrs. Sherman said.
