Hebron Decision May Divide the Knesset

TEL AVIV (JTA) — The
issue of whether a Jewish
presence will be established
in Hebron, and possibly the
fate of Premier Menahem
Begin's government, ap-
peared to rest with the 25
members of the Knesset's
Foreign Affairs and Secu-
rity Committee.
The matter was placed in
their hands when Deputy
Premier Yigael Yadin,
leader of the Democratic
Movement (DM), an-
nounced that he would ap-
peal to the Knesset commit-
tee against Sunday's 8-6 de-
cision by the Cabinet to lo-
cate two Jewish religioiis
institutions in the heart of
that West Bank Arab town.
The issue has polarized
Israelis, cutting across
political and ideological
lines. Because of the crisis
atmosphere it created, the
Foreign Affairs and Secu-
rity Committee announced
today that it would defer

Israeli decision "ended any
possibility of co-existence
between Jews and Arabs."
The general strike was
only partially effective on
the West Bank, and vir-
tually ignored in the Gaza
Strip.
Schools remained closed
in most West Bank towns
but the shutdown of shops
and business establish-
ments was sporadic. The
strike was only partial in
Kalkilya and Tulkarem but
more strictly observed in
Nablus. The market place
in East Jerusalem was
closed. Most Hebron work-
ers employed in the adja-
cent Jewish township of
Kiryat Arba showed up for
work despite Mayor
Kawasme's call for a
boycott.
The only reported inci-
dent occureed in the unver
sity town of Bir Zeit, north
of Ramallah, where stu-
dents at a political rally
stoned a passing Israeli
military truck. Soldiers in
the truck fired into the air
and other military units
rushed to the scene and sur-
rounded the town. No
casualties or arrests were
reported.
The Israeli decision on
Hebron was criticized by the
State Department, U.S.
Special Athbassador Sol
Linowitz and UN Secretary
General Kurt Waldheim.

BONN (JTA) — Vandals
defaced 74 gravestones with
Nazi symbols and slogans in
the non-Jewish Berlin-
Frohman cemetery last
week. Police suspect that
the perpetrators belong to
neo-Nazi groups.
Swastikas were smeared
on 20 of the gravestones and
others were painted with
the characters SS in runic
letters and such slogans as
"Heil Hitler" and "Juden
Raus" (Jews get out). Swas-
tikas and other Nazi sym-
bols were found carved on
nearby trees.
Meanwhile, a number of
West German newspapers
published articles March 19
on Albert Speer, who was
Hitler's Minister for
Armament during World
War II, on the occasion of his
75th birthday. Speer was
sentenced to 20 years in
prison for his part in the
Nazis' forced labor program.

cent weeks, an apparent
allusion to the March 1
UN vote condemning Is-
rael.
Linowitz called the deci-
sion "a disturbing one," and
Waldheim said the decision
violated UN resolutions, in-
cluding the March 1 resolu-
tion later repudiated by
President Carter.

discussion of the Hebron de-
cision until next week at the
earliest. It is believed to
have taken into considera-
tion such factors as the
shaky position of Begin's
government in general and
Israel's growing isolation in
the international diploma-
tic arena over the settle-
ments issue. A Shai faction
motion of no-confidence was
defeated by the Knesset on
Monday, 56-44.
The narrow vote in the
Cabinet reflected the
sharp division withing
the government between
Begin's Herut Party
whose ministers, except
Defense Minister Ezer
Weizman, supproted the
Hebron decision and
Likud's Liberal Party
wing and the DM which
were opposed. Even the
National Religious
Party wavered.
Apparently it took all of
Begin's powers of persua-
sion to eke out the two vote
majority in favor of placing
Jews in Hebron and many
commentators doubt that
his will would prevail in the
Knesset committee, despite
its Likud majority.
Meanwhile, West Bank
twon officials and promi-
nent citizens attended a
protest meeting in Hebron
and voted to stage a 24-hour
general strike on Tuesday.
Addressing the meeting
at the Hebron town hall,
Hebron Mayor Faud
Kawasmel said the Israeli
move should be opposed
"even if it brings us into con-
flict with the authorities.
The Israelis do not have
enough jails for us all. We
should halt all dealings
with the Israelis — no busi-
ness, no work, nothing."
