NEW YORK — A na-
tional civil rights specialist
has predicted that as long as
some citizens seek to enlist
the authority of govern-
ment to advance their de-
eply held religious beliefs,
tensions over these issues
are likely to persist in
American society.

lished by the American
Jewish Committee, "Why
We Need Church-State
Separation," Samuel
Rabinove, director of the
AJCommittee's Discrimi-
nation Division, notes that
since most American Jews,
for historical and cultural
reasons, are likely to con-
tinue to resist what they see
as governmental intrusions
into a sphere where it does
not belong, Jews will con-
tinue to be targets for the
anger and the frustration of
those who feel aggrieved.
The booklet is a reprint of
an article by Rabinove that
originally appeared in the
February issue of "Reform
Judaism."

BERLIN — More than
180 Jews who fled Berlin to
escape Nazi persecution in
the 1930s returned this
month for a visit paid for by
the city of West Berlin.
Some 10,000 former Ber-
liners have taken advan-
tage of the program which
was begun in 1969 and some
14,000 more are said to be
on a waiting list.

POWER RAKE

Rabinove include or-
ganized prayer and
Christmas observances
in public schools, reli-
gious symbols on public
property and gov-
ernmental aid to reli-
gious schools. He notes
that "every time the ques-
tion of public aid to reli-
gious schools has been
submitted to public re-
ferendum (in 10 states), it
has been rejected."
Rabinove adds that cer-
tain exceptions to the sep-
aration of church and state,
including government aid
to religion such as military
chaplaincies, tax excmption
for religious property, and
tax deductibility of contri-
butions to churches and
synagogues, are widely ac-
cepted as proper.
However, the booklet also
points out that "most Jews-
tend to align themselves
with those who support sep-
aration of church and state.
While on some of these is-
sues, at least, most Chris-
tians also support the sep-
aration principle, it is the
Jews who have been per-
cieved by many as the cut-
ting edge of the forces which
seek to protect or extend it."
