Changing M.E. Picture Bodes III for Israel's Chances for Security

Iran and Afghanistan
have pushed Israel and
Egypt from the headlines
and all our attention has
been focused on the moves of
Soviet Russia and the wor-
diness of Iran's militants.
There has been quite
some change during the last
few weeks. Words of peace
have been replaced by ideas
of "military action." Friends
and allies have been courted
and pressed to give an
ANNI∎or
adequate response — while
the hostages are still lan-
guishing in their prison.
In the meantime, the
peace process between Is-
rael and Egypt has contin-
ued in a not too friendly at-
mosphere. The ideas Israel
advanced for the autonomy
of the West Bank were flatly
rejected by Egypt and only
during the past few weeks
some progress has been
made.
Israel has implemented
the peace treaty by

gateway to its borders.
Step by step, Israel has
given up territory and
positions of strength and
value and it is obvious
that the pressure of
America and Egypt is for
more of the same.
The United States, in a
replay of the Dulles
strategy of the '50s, tries to
cordon off Russian moves
into the gulf states by induc-
ing the Arab states to grant
air or naval bases.
This has provided the
Arabs with a unique oppor-
tunity to demand the
"rights of the Palestinians"
and to exercise pressure on
the United States to see to it
that Israel gives up any
claim or presence on the
West Bank.
The changes in Iran and
Afghanistan have thus de-
eply affected Israel's posi-
tion. More than in the past,
Israel has been maneuvered
into a position that links fu-
ture defensive American
moves in the Middle East
and the future of the peace
treaty to the solution of the
Palestinian problem.

The chorus of the ad-
visers and "friends" of
Israel will be unanimous
in recommending settle-
ment of the issue on Arab
terms. Sen. Robert Byrd
(D-W.Va.), majority
leader of the Senate,
joined those "advisers"
by stating that the unset-
tled autonomy question
was hampering U.S. ef-
forts to cooperate with
Arab states in order to
block Russian moves in
the Middle East.
A number of weeks ago,
when the news of Russian
occupation of Afghanistan
broke, Israel was hoping
that America's search for
suitable military bases,
would include her airfields
and other facilities. But the
realities of the interna-
tional scene turned such a
hope into wishful thinking.
America did not and would
not antagonize the Arabs.
For President Anwar
Sadat a changed Middle
East has provided the
opportunity to strengthen
his ties with America, to get
more financial and military
help and to use this new
found American coopera-
tion to put pressure on the
Israelis in the negotiations
on the autonomy for the
West Bank.
It is not too far fetched
to see that-Sadat wants to
show other Arab states
that he can deliver the
Palestinians from "Is-
raeli bondage." To be
sure, there are lofty
words about peace and
understanding. But there
is still the nagging ques-
tion why Egypt orders
weapons and planes from
America and other coun-
tries. Against whom will
they be deployed? Who is
the enemy? Was peace
not a means to give the
Egyptian people jobs and
food?
How about extensive
tourist trade that should
bring the two peoples to-
gether? If anything has
materialized, it was a one-
sided endeavor on the Is-
raeli side.
There is the deputy pre-
mier of Egypt who dropped
in an interview the rather
unfriendly remark that the
"demi-state of Israel is near-
ing its end."
All these and more ques-
tions have remained unan-
swered. Only time will tell
what it is all about.
For the cool observer
one fact is clear: Even if
the situation in Iran and
Afghanistan should be
miraculously "nor-
malized," even if the
Arabs could not pressure
America to induce Israel
to make a Palestinian
state possible, there will
be enough of a problem in
years to come.
There is a clause in the
Camp David peace treaty
which gives Egypt a decided
advantage. The entire Sinai
peninsula will be handed
over to Egypt three years
after ratification of the
treaty, while the final
status of Judea and
Samaria is to be decided five
years after ratification.
After Israel will evacuate
the entire Sinai, she will
have nothing to give to
Egypt. She will have given
away every bargaining chip
used to soften Egyptians.
For two years the situation
will be, at best, unstable
while the Egyptian army
stands on Israel's border.
And this border is the bor-
der of 1967.
Who knows how the Mid-
dle East will look at that
time. Old man Khomeini
might be still around.
