Little Chance for An Autonomy
Breakthrough Before Summit

JERUSALEM (JTA) —
The autonomy talks were
scheduled to resume yester-
day in Alexandria — but all
parties showed little hope
that any breakthrough
would be achieved.
American Ambassador
Sol Linowitz was reportedly
especially disappointed at
the outright Israeli rejec-
tion of his demand to freeze
the settlements in the ad-
ministered territories until
after the May 26 autonomy
talks deadline. He seemed
to have hoped that Israel
would not mind to repeat
the freeze which preceeded
the peace negotiations with
Egypt.

However,
Menahem Begin adopted a
tough line, which was ex-
pressed Tuesday by Deputy
Minister Yoram Aridor
"Just like there can be no
place in Eretz Yisrael where
Jews cannot settle, there
will be no date in the calen-
dar that this will be
banned."
According to one
theory, Begin figures that
now was not the time to
show flexibility, and that
if he were to make con-
cessions these could only
be made as a last resort in
the summit meeting with
President Jimmy Carter.
Israel also turned down a
request that "agrees to dis-
cuss security matters in the
autonomy context. The
Egyptians have insisted
that only by jointly clarify-
ing Israel's security needs
can the parties make sub-
stantive progress in the au-
tonomy negotiations. Israel

corridor that would lead to
such a state.
"The contest and the sig-
nificance of the agreements
we signed and which we
wish to honor and imple-
ment is an autonomy for our
Arab neighbors, as well as
security for our people and
co-existence of peace and
understanding in Eretz Yis-
rael," said Begin.

Begin rejected the claim
that if an agreement was
not reached by May 26, Is-
rael should be held respon-
sible. The date of May 26,
Begin said, was only men-
tioned in the joint Begin-
Sadat letter to President
Carter which accompanied
the peace treaty, as the date
by which the talks should be
completed, but not as a final
date for the completion of
the talks.
Begin said last week that
the peace agreement was
signed three months later
than the original date set in
the Camp David agree-
menti and that a similar
delay in concluding the au-
tonomy talks was not out of
the question.

takes the position that mat-
ters pertaining to its secu-
rity are solely within its
jurisdiction.
Israel's adamant stand on
the settlements was also
made clear to Linowitz by
Begin and by Interior
Minister Yosef Burg, head
of the Israeli negotiating
team in the autonomy talks.
Linowitz attended a meet-
ing of the Ministerial Au-
tonomy Committee, chaired
by Burg, and met with
Begin afterwards. He
suggested that a joint secu-
rity committee be estab-
lished as part of the regular
working groups of the au-
tonomy talks. The Israelis
said they did not object in
principle to such a commit-
tee but only after all other
issues pertaining to au-
tonomy are solved and there
is agreement on the powers
and responsibilities of the
administrative council to be
elected.
On Wednesday, the first
anniversary of the peace
treaty between Israel and
Egypt, Begin said it was a
prime national duty to re-
ject unjust international
demands.
Speaking on Israel
Radio, Begin did not
refer specifically to any
country in particular.
However, he described
the international and the
regional situation as "dif-
ficult and complex." He
said there were those
who were trying to please
"an aggressive and
blackmailing element"
on Israel's account. It
was Israel's duty not to
agree to such attempts,
Begin said.
Recalling the stages that
led to the peace agreement,
Begin said there was noth-
ing in the Camp David ac-
cords that provided for a
Palestinian state or even a

WASHINGTON (JTA) —
President Carter last week
signed resolutions adopted
by both branches of Con-
gress awarding a Congres-
sional gold medal to Nazi-
hunter Simon Wi esenthal.
The White House said
that the medal "is in recog-
nition of his contributions to
international justice
through the documentation
and locations of war crimi-
nals from World War 11."
The medal probably will be
presented to Wiesenthal in
about six months after it is
designed and struck.
