Envoy Calls Israel Too Dependent

TEL AVIV (JTA) — U.S.
Ambassador Samuel Lewis
told a group of Tel Aviv
businessmen that "Israel
today is far too dependent
on the United States for Is-
rael's own good and for the
good of the U.S."
He observed, "Your lead-
ers have recently been say-
ing that it is crucial to re-
gain your economic inde-
pendence so that you are not
subject to the vagaries of
American policymakes,"._
and added, "I could not
agree more."
Lewis spoke at a Rotary
Club luncheon last Thurs-
ay on some aspects of
American-Israeli relations.

SAMUEL LEWIS
He suggested that one way
for Israel to move toward
economic independence
would be to try to reduce its
huge trade deficit with the
U.S.

"Dependence produces
frustration," the Ameri-
can envoy said, "frustra-
tion here because it is
contradictory to the feel-
ing of independence and
achievements; frustra-
tion in the United States
because human beings,
being what they are, an
American can easily be-
lieve that because we
help Israel so much, Is-
rael should do what we
think best, and Israel
frequently doesn't, and
we get frustrated."
He said economic inde-
pendence could not be
achieved "if your require-
ments depend on the good
will of another nation, be it
as friendly as mine."

TEL AVIV (JTA) — Two
important new Weizmann
Institute acquisitions, fi-
nanced by grants from West
Germany, were dedicated
last week during a visit to
the institute by West Ger-
man Minister for Research
and Technology Dr. Volker
Hauff. They are an ultra-
modern electron microscope
for biological research and
the Albert Einstein Center
for Theoretical Physics.
During his visit, Hauff,
accompanied by West Ger-
man Ambassador Klaus
Schuetz, revealed that 7.5
million German Marks ($4
million) are allocated each

year by his ministry
through various fellowships
and grants to promote coop-
eration between the Weiz-
mann Institute scientists
and those in West Germany.
This sum is in addition to
grants by the West German
government and private
German institutions for
special facilities at the in-
stitute.
The Einstein Center, es-
tablished for the anniver-
sary of Einstein's 100th
birthday, will be headed by
Prof. Yigal Talmi and will
be open to scientists from all
parts of the world, including
Israel and West Germany.
