Carter Mondale Affirm Support for Israel
as Vance Denies UN Vote Changed Policy

WASHINGTON (JTA) —
President Carter strongly
affirmed his opposition to a
Palestinian state and his
commitment that
Jerusalem "will remain
forever undivided" in an
address to more than 700
persons attending a White
House reception on Sunday
marking the first anniver-
sary of the Egyptian-Israel
peace treaty.

the point that "domestic
politics cannot be allowed"
to interfere with the peace
process in the Middle East.
The celebration of the
treaty signing was held
three days short of the ac-
tual anniversary and two
days prior to the crucial
Presidential primary in

tion Organization until it
accepts Security Council
Resolutions 242 and 338"
and, "We oppose the crea-
tion of a Palestinian state."
In that context, he added,
"We are committed to
Jerusalem that will remain
forever undivided" with free
access for all faiths to the
holy places. "Nothing will
deflect us from these princi-
ples," he declared. "Domes-
tic politics cannot be
allowed to create timidity or
pose obstacles or delay or
subvert the spirit of Camp
David or imply a lack of
commitment to reach our
common goal," he said.

sented Detroit at the White
House reception.

Mondale echoed the
President's remarks at a
Bnai Brith International
Humanitarian Award
dinner in Washington.
But meanwhile, in two
statements before the Con-
gress last week, Secretary of
State Cyrus Vance contin-
ued to assert that the U.S.
vote March 1 for the anti-
Israel Security Council
Resolution 465 represented
"no change" in Carter Ad-
ministration policy toward
Israel, and he urged that no

"witch hunt" be conducted
because "no devilish plot"
had been concocted against
Israel.
Vance reiterated that the
resolution is a "recom-
mendatory" action, warn-
ing Israel against establish-
ing settlements in "occupied
territories" including East
Jerusalem, and resulted
from a "misunderstanding"
for which he has taken re-
sponsibility.

Condemn Vote

The Jewish Center
Businessmen's Club sent a
mailgram to President Car-
ter stating:
"Allowing your ambas-
sador to join in sanctioning
Israel recently without
scrutinizing the resolution
has caused irreparable
harm to the Jewish people,
who really are the only
democratic ally you have in
the Middle East."

Rabbis' Powers Split
Non-Orthodox Out

JERUSALEM (JTA) — A
new "Chief Rabbinate Law"
passed by the Knesset last
week after long months of
preparation, provides that
future Sephardic and
Ashkenazic chief rabbis will
have their powers split: one
will serve as chairman of
the Chief Rabbinate Coun-
cil and the other as
president of the Supreme
Rabbinical Court. They will
alternate in mid-term.
The law was initiated by
the National Religious
Party. Its basic rationale is
to alleviate the present
situation in which both
chief rabbis serve in both
capacities simultaneously.
The present incumbents,
Sephardic Chief Rabbi
Ovadia Yosef and
Ashkenazic Chief Rabbi
Shlomo Goren, have been at
odds almost since their elec-
tion eight years ago. The
new law will take effect as of
the next chief rabbinate
election, which is scheduled
for March 1983.

It was passed by a large
majority with Likud and the
Labor Alignment joining
the NRP to back it. In fact,
according to parliamentary
observers, the law was the
product of intense NRP-
Labor consultations, with
the Likud reluctantly being
forced by its junior coalition
partners to support it.
