THE DETROIT JEWISH NEWS Israel Rebukes Austria Recognition of PLO 17 JERUSALEM (JTA) Israel has protested sharply to Austria against Chancel- lor Bruno Kreisky's deci- sion to extend a form of dip- lomatic recognition to a representative of the Pales- tine Liberation Organiza- tion. The Austrian govern- ment announced last Thursday it was granting official status to Palestine- born Ghasi Hussain who has been accredited to var- ious United Nations agen- * Ths in Vienna as a PLO ob- ver. The Israeli Foreign Ministry issued a bitterly- worded protest Friday, re- ferring to the heavy respon- sibility Austria was taking on itself and to the PLO's ultimate aim which re- mained the destruction of Israel. Labor Party chair- man Shimon Peres also ca- bled Kreisky to protest the Austrian move, the first such action by a non- Communist European gov- ernment. Peres and Kreisky are both members of the Socialist International. In Vienna Friday, Israel Ambassador Yissakar Ben-Yaacov protested to the Austrian government say- ing the move contradicts the Austrian policy of recogniz- ing governments not organ- izations. "This is even more deplorable when you take into account that the PLO is an organization that aims to destroy Israel," he said. Hussain, meanwhile, called on other West European countries to follow Austria's example and recognize the PLO. Austrian Foreign Minis- try sources said the recognition of the PLO is a direct consequence of Kreisky's speech before the United Nations Gen- eral Assembly last fall in which he said Austria recognizes the PLO as the representative of the Palestinian people. In Washington, the State Department withheld comment on the Austrian move. The Austrian gov- ernment is well aware of what our position is regard- ing the PLO," Department spokesman Tom Reston said. He repeated President Carter's statement to the United Jewish Appeal Young Leadership Confer- ence in Washington three weeks ago that the U.S. will not negotiate with the PLO until it accepts UN Security Council Resolutions 242 and 338 and Israel's right to exist. Meanwhile, the Simon Wiesenthal Center for Holocaust Studies at Yeshiva University of Los Angeles sent a cable to Kreisky declaring that "Jews the world over are outraged" at the Austrian action. West German Chancellor Helmut Schmidt said he ap- proved of France's efforts to alter Security Council Reso- lution 242 in favor of the Palestinians, but said he was not recognizing the Palestine Liberation Organization. In London, British Foreign Secretary Lord Carrington told Jewish leaders on Monday that in a Middle East settle- ment, Palestinian recog- nition of Israel's right to exist should be balanced by Israeli acceptance of Palestinian political rights. At the same time, he assured them that there had been no change in British policy towards the Palestine Liberation Organization or over Palestinian rights since his address to the UN General Assembly last September. According to a Foreign Office spokesman, he also stressed British support for Israel's security, reaffirmed backing for the Camp David agreement and hoped that the negotiations on au- tonomy would be successful. Lord Carrington gave his assurances during an hour- long meeting with five lead- ers of the Jewish commu- nity who had asked to meet him following signs of a pro-Palestinian shift in British and European Eco- nomic Community (EEC) policy. * * * Lord Carrington Does Not Believe PLO Is Terrorist Carrington later said that he did not believe the PLO is "a terrorist organization as such." HIAS Aids Viet Refugee, ijetroiters Aid Boat People NEW YORK —HIAS, the orldwide Jewish migra- ,- n agency, was the first voluntary immigration agency in the U.S. to have directly assisted and re- ceived a refugee from the People's Republic of China. The 14-year-old Viet- namese refugee had escaped into China, but was unable to join her family who had already escaped and were living in the U.S. HIAS learned of the girl's plight and secured a special humanitarian visa through the Immigration and Naturalization Service. iF HIAS' Indochinese de- partment has been re- sponsible for the reset- tling of 8, 1 17 refugees since 1975. In a related development, Detroit's Temple Beth Jacob has sponsored two "boat people." The two brothers are being housed with Dr. and Mrs. M. Ken- neth Dickstein of West Bloomfield. Lord Carrington's state- ment in the House of Lords came after the five Jewish representatives had met with him. Lord Carrington said in the House of Lords that he was "not aware" that Yasir Arafat, the Palestinian leader, had often said the purpose of his group was to destroy Israel. "If that is the objective of the PLO, then I con- demn it," the foreign sec- retary said. "I do not think the PLO is a ter- rorist organization as such. 'I think there are some elements of the PLO which in the past have been associated with ter- rorism but it would be a great mistake to assume you can get a settlement in the area without tak- ing into account the PLO." Britain is maintaining "an even-handed view on this subject," he said. The Jewish communities Western Europe pro- tested to their governments over reported moves within the European Economic Community to support the PLO and "interfere" in the Middle East peace process. In New York, Israeli UN Ambassador Yehuda Blum told the National Commit- tee for Labor Israel that the EEC moves and the March 1 UN Security Council vote against Israel were isolat- ing Israel from the commu- nity of nations.
