Dr. Cohen, an associate professor of history at He- brew University and ad- viser on Arab affairs to the military governor of the DR. AMNON COHEN administered territories, believes that U.S. Special Ambassador Sol Linowitz may have been responsible for President Carter's apol- ogy after the vote. Dr. Cohen theorizes that Linowitz predicted the col- lapse of the West Bank au- tonomy talks being con- ducted by Egypt and Israel unless something was done about the U.S. vote. "After all," Dr. Cohen said, "the U.S. is one of the three parties to the talks" and the U.S. vote in the UN effectively estab- lished pre-conditions for the conclusion of those talks.
