Begin retorted, "Keep
your voice down please. I
am the chairman here. It
is I who set the tone at
this meeting, not you."
Weizman replied that "if

The Cabinet unanim-
ously rejected the Security
Council resolution.
The government state-
ment unequivocally re-
jected the Security Council
move, saying there was no
difference whatsoever
among residential quarters
within Jerusalem.
Jerusalem was one city
under Israeli sovereignity
and the eternal capital of
the state, the statement
read. The statement said
Jewish settlements in the
territories were an inalien-
able right.
The Cabinet termed the
U.S. vote "repugnant" and
said American support for
the resolution gave rise to
"deep resentment -and sharp
protest amongst the people
of Israel."
Israel's chief autonomy
negotiator, Dr. Yosef Burg,
expressed fears following
the Cabinet meeting that
the Security Council resolu-
tion would have a harmful
effect on the autonomy
talks. He told a meeting of
the National Religious
Party parliamentary
caucus that he had person-
ally expressed shock at the
decision to the American
representative to the talks,
Ambassador Sol Linowitz.
Burg said several
clauses in the resolution
were familiar to him from
his talks with the Ameri-
cans. He therefore felt
that the U.S. had been in-
volved in its drafting.
Later, accepting
President Carter's apology
for the U.S. vote, Israel
Prime Minister Menahem
Begin qualified it by stating
that the entire resolution,
including references to set-
tlements, not only the refer-
ence to Jerusalem, should
have been repudiated.

The Cabinet deferred a
decision on Hebron until its
meeting this Sunday. Ac-
cording to reports, Begin
will press for a clear deci-
sion to settle Jews in vacant
buildings in that West Bank
Arab town. It had been re-
ported earlier that the
prime minister favored a
compromise which would
establish a yeshiva in Heb-
ron as a symbol of Jewish
presence but not inst- 11 ,
Jewish families there

His apparent shift to a
tougher stance is believed to
have forestalled plans by
the Gush Emunim milit-
ants of Kiryat Arba to seize
buildings in Hebron with-
out official sanction. The
militants have become in-
creasingly impatient with
the Cabinet's repeated
postponement of a decision
on Hebron. Now, confident
of Begin's support, they ex-
pect to have their way with-
out taking unilateral ac-
tion.
