On Monday the Carter
Administration formally
unveiled an arms package
for Egypt that would make
the government in Cairo a
U.S. military surrogate in
the Middle East according
to analysts here.

Two weeks ago, the
State Department said
that it was providing $1.5
billion to Egypt in arms
credits, in the fiscal year
starting Oct. 1, and is con-
templating an addi-
tional $800 million in the
following fiscal year. the
operational program, it
is understood, is to
spread at least $4 billion
over five years to Egypt.
This figure could be con-
siderably increased if
Egypt should receive
F-15 aircraft starting
probably next year.

The decision to arm Egypt
to an extent unprecedented
represents a policy shift
that fits into the "Carter
Middle East Doctrine" as a
.result of the upheavals in
the Middle East, in Iran and
Afghanistan.
Independent sources said
that Egypt's acquisition
under the new arms pro-
gram means that the Mid-
dle East balance with Israel
able to defend itself against
Arab adversaries on its bor-
ders will no longer prevail.
The military balance be-
tween Israel and its
neighbors is being altered,
these sources indicated,
since Egypt's acquisition of
the most advanced Ameri-
can weapons means that the
qualitiative advantage that
Israel needs to meet a com-
bined onslaught is deter-
iorating.

Unit Undecided

TEL AVIV — The Israel
Olympic Committee will
make no decision for the
time being on whether or
not to boycott the Olympic
Games in Moscow this
summer, its chairman It-
zhak Offek said Tuesday.
He said that Israel will con-
tinue its "wait-and-see" pol-
icy although the United
States has announced that
it will not participate in the

Sugar Increase

TEL AVIV (JTA) — Is-
raelis with a sweet tooth got
bitter news last week.
Sugar, which sold at IL 29.5
per kilogram Sunday was
priced at IL 35.5 two days
later (approximately 90
cents for two pounds). The
sharp hike was attributed to
a sudden rise on the London
sugar market. Last year,
sugar was selling in Israel
at IL 11 per kilogram.
