Presses Syria
LONDON — Amnesty In-
ternational has repeated its
call to the Syrian govern-
ment to give public assur-
ances that it would take
immediate steps to release
all prisoners of conscience,
review the cases of all citi-
zens detained without
charge or trial and halt the
practice of torture.
In a telegram to President
Hafez Assad, the organiza-
tion pointed out that it had
received no such assurances
since it published a briefing
paper four months ago de-
tailing alleged human
rights abuses in Syria. At
the time, AI cited reports
that at least 350 and as
many as 1,000 political
prisoners might be held at
any one time in the country
and that deaths under tor-
ture had occurred.
AI also said it had re-
ceived reports that mem-
bers of the Damascus Bar
Association, which
scheduled a one-day
strike on Jan. 31, feared
they would be arrested
and harassed.
The lawyers are calling
for an end to the country's
17-year-old state of emer-
gency and the release of all
people detained without a
court order. They are also
demanding that all de-
tainees be held in official
centers under civilian con-
trol and that state security
courts be abolished.
At a general meeting on
Jan. 14 the Damascus Bar
Association decided to
boycott the security courts --
indefinitely.

U.S. Confirms
Terrorists Have
Soviet Armor
WASHINGTON (JTA) —
The State Department has
confirmed that the Pales-
tine Liberation Organiza-
tion in Lebanon has Soviet
tanks and armored vehicles
and said this was "deplora-
ble." But it was unable to
say whether the Soviets
provided the equipment or
by which "avenue" the PLO
obtained it.
Israeli military sources
reported earlier that the
PLO has obtained 60
medium tanks and that
they are concentrated in the
Sidon area of Lebanon.
The State Department's
chief spokesman, Hodding
Carter, said, "Our reaction
to it is that the provision of
such equipment is deplor-
able. There are already too
many arms in the hands of
the Palestinians, of private
groups, of militias in Leba-
non. All add to the high
level of tension that already
exists in that country."
The Israeli report of tanks
in Palestinian hands in
Lebanon followed by about
two weeks the visit by
Soviet Foreign Minister
Andrei Gromyko to Damas-
cus. The Syrian forces in
Lebanon are equipped with
Soviet-made weapons.
