Israeli president a note
stressing that Egypt does
not recognize Jerusalem as
the capital of Israel. Its em-
bassy will be located in Tel
Aviv.
Newsweek magazine
said Ben-Elissar will be one
of six foreign envoys to pre-
sent their credentials Tues-
day, as Egypt plays down
the event. Israel is expected
to give Mortada more fan-
fare.
The Israeli advance party
arrived in Cairo on Sunday.
Haddas, accompanied by
Zvi Gabbai, councellor to
the embassy, visited the
building which, he pointed
out, will serve only tempo-
rarily as the Israeli delega-
tion. More suitable, and
presumably less expensive,
premises are being sought
to house the Embassy per-
manently.
The Israelis are.paying
$3,500 per month rent for
the building in the Dokki
section. It is on a residen-
tial block and has been
under heavy guard by
Egyptian police and
plain-clothesmen ever
since the Israelis rented
it.
Furniture and office
equipment reached the
premises in a two-truck
convoy that took the over-
land route to Egypt via
Sinai. The embassy's four

Ben-Elissar has pub-
licized a fierce row in which
he is engaged with the staff
committee of the Israel
Foreign Ministry. The issue
is his desire to take his sec-
retary of seven-years stand-
ing, Fanny Ashkenazi, with
him to the Cairo embassy.
The ministry committee
insists that the job of am-
bassador's secretary must
be filled by a ministry staf-
fer. It says there are several
capable ladies, fluent in
English and Arabic.

Egypt Accuses
Israel of Blocking
Nuclear-Free Zone

GENEVA (JTA) — The
Egyptian delegate to the
United Nations Disarma-
ment Committee accused
Israel Tuesday of blocking
efforts to create a nuclear-
free zone in the Middle East.
The delegate, Omar el-
Shafei, launched his bitter
attack on Israel just a day
after the Isareli embassy
was officially opened in
Cairo.
He said that Egypt is try-
ing to promote the Middle
East as a nuclear-free zone
and its efforts have been
endorsed by the interna-
tional community in a reso-
lution adopted by the Gen-
eral Assembly.
Israel was the only coun-
try that abstained in the
vote last year, he said, add-
ing that this was further
evidence of its intransi-
gence on the subject. He
warned that if Israel con-

tinued to refuse to endorse
the nuclear non-
proliferation treaty, the
Middle East would be open
to unlimited ventures in the
development of nuclear
weapons.
El-Shafei noted that the
General Assembly was
aware of this danger and
has appealed to all coun-
tries not to cooperate
with Israel in the de-
velopment of nuclear
weapons and not to sup-
ply it with fissionable
material. He said Egypt
was awaiting the results
of the Secretary Gener-
al's study of Israeli nu-
clear weapons. Israel has
denied that it possessee
such weapons.
Egypt has proposed that
the Red Sea be designated a
nuclear-free zone and is
seeking an international
agreement to isolate that
region from big power con-
flicts.

Egyptian
privately-
operated Lotus Travel Co.
would begin flights to Tel
Aviv on March 5. After that,
each company will operate
two flights a week.
The agreement, part of
the normalization between
Egypt and Israel, was
signed by Ehud Shilo, direc-
tor general of Israel's
Transport Ministry, and
Maj. Gen. Yehia Shinawi,
chairman of Egypt's Civil
Aviation Authority.

The first air transport
agreement between Israel
and Egypt was initialed last
week in Cairo, according to
reports reaching' here from
the official Middle East
News Agency (MENA).
The reports said that
under the agreement, El Al
would initiate regular
flights from Tel Aviv to

Paper Retracts
Ustinov 'Quotes'

TORONTO (JTA) — The
Canadian Jewish News has
issued a "further clarifica-
tion" about a speech given
by British actor Peter Us-
tinov last September in
which he was reported to
have denounced Premier
Menahem Begin of Israel as
a former terrorist and Is-
rael's policy toward the
Palestine Liberation
Organization.
In its "further clarifica-
tion," the Canadian Jewish
News said it "is satisfied"
that the report of Ustinov's
speech, which was "com-
municated" to the news-
paper "as quotations" by its
reporter on the basis of talks
with two members of the
audience, was "inaccurate."
It added: "The Cana-
dian Jewish News is
satisfied that Mr. Ustinov
made no anti-Semitic re-
marks. Canadian Jewish
News did not intend to
imply that he did."
The paper also carried the
text of his entire speech
which it obtained after the
initial report appeared in
the paper.
