The amendment was with- drawn. According to the National Conference for Soviet Jews Washington office, Hyde and Sawyer believed that emigres from the Soviet Union or any other country should be denied admit- tance to the U.S. as "refu- gees" if they possess invita- tions from a third country. In a last minute effort, the NCSJ, the American Jewish Committee and the Council of Jewish Federa- tions voiced their opposi- tion. A wise man poor is like a sacred book that's never read.
