NEW YORK — Israel Discount Bank Ltd., the principal subsidiary of IDB Bankholding Corp. Ltd., has reported increases in consolidated net income and consolidated assets for the year ended Dec. 31, 1979. In terms of U.S. dollars, this year's consolidated results represented an increase of 10 percent in net income and in excess of 20 percent in assets. GENEVA (JTA) — The United Nations Human Rights Commission adopted a two-part draft resolution last week that condemns Is- raeli policies and practices in the occupied Arab ter- ritories — including East Jerusalem — as "war crimes and an affront to humanity" and demands the return of displaced Palestinians and others to their homes and property. The second section of the resolution, Part B, was adopted by a 28-1 margin with 10 abstentions in the roll-call vote, and the first section, Part A, by a vote of 28-3 with eight abstentions. The United States was the only nation to vote against Part B and was one of three to vote against Part A. The others were Canada and Holland. Israel is not a member of the Human Rights Commission, but has observer status. The voting culminated a week-long debate on Is- raeli policies and prac- tices in the occupied ter- ritories. Part A of the resolution calls on Israel to take im- mediate steps for the return of the Palestinians and other displaced inhabitants of the occupied Arab ter- ritories to their homes and property. Part B concerns the appli- cation of the 1949 Geneva AJCongress Cites Former Directors NEW YORK — The American Jewish Congress will pay tribute to three former directors of its Commission on Law and So- cial Action at a dinner- dance on Sunday at the Hotel Pierre in New York City, marking the 35th an- niversary of the commis- sion. The honorees are Will Maslow, Leo Pfeffer and Joseph B. Robison. Inflation in Israel was 111 percent last year. Convention to protect civi- lian populations in time of war to all Arab territories occupied by Israel since 1967, including East Jerusalem. It expresses deep concern at the consequences of Is- rael's refusal to apply the Geneva covenant fully and effectively and its failure to acknowledge the applicabil- ity of the convention. It calls on Israel to abide by and respect the obligations arising from the UN Charter and other instruments and rules of international law, includ- ing the provisions of the convention. Among the countries that supported Part B were: Argentina, Brazil, Colom- bia, Costa Rica, Cuba, Egypt, Ethiopia, Greece, India, Jordan, Morocco, Pakistan, Peru, Philip- pines, Poland, Soviet Union, Syria and Yugos- lavia. Abstaining were Canada, Denmark, France, Federal Republic of Ger- many, Ivory Coast, Nether- lands, Panama, Portugal and United Kingdom.
