CONFUSION AMONG LEADERS: There is a good
deal of uncertainty in the minds of some leaders of Jewish
defense organizations over the omission of Jews as Jews
from the official decennial census of the U.S. population.
The issue, which is now coming to the forefront in
connection with counting of the population which starts on
April 1, has not been on the agenda of major Jewish organ-
izations for quite a time. Some time ago the issue was
discussed at the National Jewish Community Relations
Advisory Council. I am told that at that meeting there was
consensus of opinion on opposing the identification of Jews
as Jews in the census and have them remain an uniden-
tified part of the general population.
Today, some in the national Jewish organizations
doubt that there would be a consensus if the question would
come up for discussion now.

NEED FOR EVALUATION: Whether the leader-
ship of Jewish defense organizations will now think in
terms of re-evaluating their negative stand on Jewish iden-
tification in the census, or not, it is too late now to do
something for the 1980 decennial census. However, if
Jewish groups will start paying attention to the issue now
and put it on their agenda for discussion now, clarity may at
least emerge on the subject.
The confusion in the ranks of Jewish organizations is
perhaps best illustrated by an announcement made in
January by the American Jewish Committee. The AJ-
Committee announced with great pride its sponsorship of a
study on "Ethnicity and the Aged" by 20 prominent social
scientists. One of the major points that emerged from this
study — and the AJCommittee emphasizes it — is that the
fast-growing aged population in this country "is not a uni-
form mass," and that its members have widely varied
ethnic consciousness that must be recognized in providing
for their needs.
In the light of the omission of Jews from the census, the
question arises: How can one recognize and provide prop-
erly for the specific needs of the Jewish aged when no data
is carried on them in the census?

Israel and Egypt Suggested
for U.S. Wheat Surplusses

WASHINGTON (JTA) —
Rep. Jonathan Bingham
(D-N.Y.) has suggested to
President Carter that his
embargo against U.S. ex-
ports of 17 million tons of
grain and other agricul-
tural commodities to the
Soviet Union "presents an
opportunity to reinforce the
Middle East peace process"
by "significantly increas-
ing" Food for Peace assis-
tance to Israel and Egypt.
Bingham noted, "Israel
and Egypt can provide
much of that added absorp-
tive capacity to ensure that

international markets re-
main undisturbed and none
of the surplus will be indi-
rectly diverted to the
Soviets."
Bingham pointed out that
the Carter Administration's
recently promised one-time
$200 million increase in
loan guarantees at commer-
cial rates of interest for
arms purchases "will not do
much to address Israel's
balance of payments de-
ficit." He noted the deficit
has soared from $2.56 bil-
bil-
lion in 1977 to"e r $4
