Attribute Emigration Drop to Harsh Soviet Restrictions

NEW YORK (JTA) —
The new restrictions on
Jewish emigration from the
USSR, especially severe in
the Ukraine which is the
seat of the majority of the

current applicants, is re-
flected in January's exit of
2,803, according to the Stu-
dent Struggle for Soviet
Jewry.
The figure is 30 percent
below that of December.
There is usually a dip in the
January total, the SSSJ
said, but never as severe.

Meanwhile, Burton S.
Levinson, chairman of the
National Conference on
Soviet Jewry, and David
Hyatt, president of the Na-
tional Conference of Chris-
tians and Jews have called
for the remembrance of
three Soviet prisoners of
conscience during Brother-
hood - Sisterhood Week
Sunday, Feb. 24.
The three POCs — Iosif
Mendelevich, a religious
Jew, Yuri Federov and
Alek.sei Murzhenko, two
Christians — are the only
remaining prisoners
from the 1970 Leningrad
trial.

Standard Tests
Are Planned for
Day Schools

NEW YORK — The
American Association for
Jewish Education has
undertaken the develop-
ment of the first
standardized Hebrew lan-
guage tests for Jewish day
schools.
AAJE acting director Dr.
Shimon Frost said the
agency has received a
$10,000 private grant to in-
itiate the project. The tests,
to be designed for grades 3
and 6, will be developed
under the supervision of the
AAJE's National Cur-
riculum Research Institute.
The NCRI had for many
years administered a na-
tional testing bureau which
produced tests in a wide
variety of subject areas. The
bureau was forced to cease
operations in the mid-1970s
because of a shortage of
funding.
The AAJE also reported
that it administered the
placement of 105 Israelis as
Hebrew teachers in 84
Jewish schools in the
United States last year
through its exchange vis-
itors program.

In a related development,
the Michigan Senate Jan.
30 overwhelmingly re-
solved to support a United
States boycott of the 1980
summer Olympics to be held
in Moscow.
Senate Resolution 425
read in part:
"Resolved by the Senate,
that this legislative body
expresses its firm support
for a U.S. boycott of the 1980
Olympics in Moscow or a
U.S. request that the Oly m-
pies be moved to a different
site, should the President of
the United States deter-
mine that such an action is
in the best interests of this
nation and free nations
everywhere."
The resolution was sent to
President Carter.
In Tel Aviv, Silva Zal-
manson, the former pris-
oner of conscience, gave
birth to a daughter.
Her husband, Eduard
Kuznetsov, who came to Is-
rael 10 months ago after
serving nearly ten years in
a Soviet jail, was at her bed-
side. It is their first child.
