Among its provisions is that "armed struggle is the only way to liberate Pales- tine" (Article 9), and "The Arab Palestinian people, expressing themselves by the armed Palestinian revo- lution, reject all solutions which are substitutes for the total liberation of Pales- tine" (Article 21). However, most of the PLO leaders questioned by "Middle East" also claimed that these provisions did not nullify the PLO's right to pursue a political solution. Meanwhile, a six- member U.S. Congressional delegation to the Mideast met in Beirut Monday with Yasir Arafat. Rep. Toby Moffett (D- Conn.), head of the delega- tion, told a press conference after the meeting that the Americans urged Arafat "to halt military operations against Israel from Leba- non." Moffett added that if the Palestinians desire in- ternational recognition. "they must assume a policy of non-violence, not only in Lebanon, but generally." Moffett, who is of Lebanese descent, and the other five house members — Reps. Nick Joe Rahall (D-W. Va.), Mary Rose Oaker (D-Ohio), also of Lebanese descent; Robert Carr (R-Mich.), Harold Hol- lenbeck (R-NJ) and Paul McCloskey (R-Calif.) — left Monday for Damascus, Syria. The delegation will con- clude its 10-day Mideast tour in Jerusalem, where Israel Given Limit to Explain Delay Dissolving Elon Moreh JERUSALEM (JTA) — The High Court of Justice on Tuesday issued an order nisi (deadline) against the government, demanding that it explain within 10 days its failure to evacuate the settlement of Elon Moreh. The order nisi came as a result of the petition issued Monday by 18 Arab land- owners, who called for the immediate evacuation of the 500 dunams of land under dispute. Acting for the High Court, Justice Alfred Vit- kon, one of the five justices who originally ordered that the government return the expropriated lands to their Arab owners two months ago, demanded that the government explain within 10 days why it has not done as stipulated. Meanwhile, MK Dov Shilansky has asked that the minister of justice appoint a forum of civi- lian advocates in place of Attorney General Yit- zhak Zamir. Noting that the "signifi- cance of this decision goes far beyond the actual issue of Elon Moreh," Shilansky said that the attorney gen- eral has as much as said that the government cannot defend itself in face of the High Court and that the entire issue should thus be handed over to civil lawyers who can do so. The Cabinet-ordered delay in evacuating Elon Moreh aroused an angry controversy in Israel and renewed charges by opposi- tion factions that the gov- ernment was surrendering to the Gush Emunim and was trying to avoid com- pliance with the Supreme Court's orders. Last Saturday, several hundred members of the Peace Now movement blockaded the settlement with a caravan of vehicles, including two heavy duty trucks loaded with stones, and. demanded its im- mediate evacuation. they expect to meet with Premier ..Menahem Begin, Labor Party leader Shimon Peres and members of the Knesset. While in Lebanon, the delegation also met with President Elias Sarkis. Be- fore leaving Washington Moffett said the delegation would discuss with the Lebanese president the prospect of developing a separate U.S. policy on Lebanon similar to U.S. pol- icy with Israel and Egypt. It is an excellent rule to be observed in all discussions, that men should give soft words and hard arguments; that they should not so much strive to silence or vex, as to convince their op- ponents. In related matters, former Foreign Minister Moshe Dayan said the re- settlement of Elon Moreh in Dfebil Kabir should not be resettled at the proposed site. Dayan called the move "a calamity" costing the gov- ernment millions of pounds because the new site was neither strategic nor of se- curity value and is isolated in the midst of a densely populated Arab area of the West Bank. Dayan offered his views at a plenary session of the Knesset's House Commit- tee. He is expected to raise the issue again before the full Knesset next Monday. Egypt Releases Codex for Repair LONDON (JTA) — President Anwar Sadat of Egypt has given permission for Egypt's most precious Jewish manuscript, the Ben Asher Codex, to leave Egypt temporarily to be restored, according to MP Greville Janner, president of the Board of Deputies of British Jews, who has just returned from Cairo. The Codex, a Bible writ- ten in the Ninth Century of the current era, is one of more than 20 valuable books stored in Cairo's Karaite Synagogue. It is badly in need of repair and until now the Egyptian authorities have insisted on its staying where it is. However, Sadat reversed this ruling when he re- ceived Janner at his home in the village of Mit Abue al Kom. The only other person present during the 2 1/2 hour talk in Sadat's garden was Janner's 20-year-old daughter Marion. The president also as- sured Janner tha a number of Jews in Alexandria could visit Israel. They had been invited there some time ago by Premier Menahem Begin of Israel but so far they have been obstructed by Egyp- tian officialdom.
