Israel Fuel Costs -Up 30 Percent

JERUSALEM (JTA) —
Israelis were hit last week
with sharp hikes in the
price of gasoline, home
heating oil and industrial
fuel and higher rates for
electricity and water are
imminent. The fuel prices,
up by an average of 30 per-
cent, were ordered by Fi-
nance Minister Yigal Hur-
witz's "economic cabinet."
At the same time, the
Knesset's Finance Commit-
tee agreed on a 32 percent
increase in the price of elec-
tricity for both private and
commercial consumers.
Water rates are expected to
jump by 16.8 percent to
cover higher pumping costs.
These increases will be fol-
lowed inevitably by an in-
crease in bus and taxi fares,
according to economic ex-
perts.
Meanwhile, a major labor
relations problem arose
when the National Electric
Corp. board of directors an-
nounced a decision to limit
the free supply of electricity
to its 7,000 employes. Up to
now, electric company em-
ployes paid no electric bills
no matter how much elec-
tricity they used in their
homes.
Free consumption will be
limited to 400 kilowatts per
hour which is still double
the average private con-
sumption.
The electric workers
reacted angrily. They de-
nounced "unilateral de-
cisions" affecting their
wages.
The government and His-
tadrut signed an agreement
to pay public employes a
25.9 percent cost-of-living
allowance this month.
Based on average salaries
in 1979 — about IL 14,000
($400) — the maximumial-
lowance will amount to IL
3,550 ($100).
The agreement does not
apply to the private sector
but private employers are
expected to go along despite
the outcry from indus-
trialists against it.
The credit squeeze is al-
ready having its effects on
the economy. The foreign
trade departments of Israeli
banks are indicating a sig-
nificant drop in import or-
ders. Imported goods in
bonded warehouses are not
being cleared because im-
porters lack ready cash and
cannot get credit.
Finance Ministry offi-
cials expressed delight,
claiming that these de-
velopments are the first
signs that inflation is
being checked. But the
Wholesalers Association
has reported a decline in
sales and retailers are
complaining of excessive
inventories.
Meanwhile, prices con-
tinue to rise and the value of
the Pound declines. The
costs of water, coffee, in-
stant coffee, plywood and
paper material are expected
to go up in the next few
weeks as is the price of milk.
Cheese producers said their
shelves are full and the de-
mand for expensive cheeses
has decreased considerably.
Hurwitz is expected to
ask the Knesset for an addi-
tional budget of IL 100 bil-
lion for the current fiscal
year. If approved, the pre-
sent budget will rise to IL
425 billion.
Hurwitz says the extra
money is needed to compen-
sate for the rapid rise in
prices since the original
budget was approved and to
cover pay increases and in-
creases in government fi-
nancial support for various
bodies.
