The vote was 12-0 with two abstentions, the Soviet Union and Czechoslovakia. China did not participate in the voting. The UNIFIL mandate will expire in June. The 6,000-troop force was established March 1, 1976 by the Security Council to check on the withdrawal of Israeli forces from southern Lebanon and to help restore the control of the Lebanese government over the area. Israelis Expel UN Gunrunner TEL AVIV — Lieut. Col. Alfred Gom, a Nigerian serving in the United Na- tions Interim Force in Lebanon, was expelled from Israel Monday, shortly after he was sentenced to 15 years in prison as a gun- runner for Palestinian ter- rorists. A Senegalese warrant officer in the United Na- tions force, Papa Koli Saar, remained behind bars. Finance Minister Yigal Hurwitz insisted in an interview that in the com- ing months the inflationary spiral will halt because he will not print money to "satisfy the appetites" of various sectors in the economy. Hurwitz based his forecast of a smaller cost- of-living increase on the slowdown in the economy. However, he will have to cope with the government's own price hikes. Energy Ministry sources indicated that fuel prices would be in- creased by 30 percent by the end of this month because of oil price hikes announced by Mexico which is now sup- plying Israel with some of its oil. NCJW Drops Support for Bill NEW YORK — The Na- tional Council of JeWish Women has dropped its support for the Child Health Assurance Program bill, passed by the U.S. House of Representatives, because it carries two amendments re- stricting the right of women to choose abortion. In Jerusalem, the Jewish population has grown from 7,120 in 1844, to 250,000 to- day. In the same time period, the Moslem popula- tion has gone from 5,000 to 85,000 and the Christian population from 3,390 to The United Nations has disputed Israel's juris- diction in both cases, say- ing the officers were entitled to conventional immunities And privileges of diplomatic personnel. The courts did not accept this claim. Col. Gom was arrested June 15 on the outskirts of Jerusalem in his United Nations car. Capucci Iran Visit Barred ROME — The Palestine Liberation Organization announced that the Vatican has barred Archbishop Val- erian Capucci from visiting the American hostages in Iran at the invitation of Ayatollah Khomeini. The Vatican would not comment on the PLO an- nouncement. Capucci was released from an Israeli jail in 1977 at the request of the Vatican after serving three years of a 12-year-sentence for gun- running for the PLO. Earlier this year, Pope John Paul H reportedly ordered Capucci to keep out of Middle East poli- tics and not visit the area without Vatican permis- sion. Capucci visited Syria in January at the invitation of President Hafez Assad and accepted an honorary ap- pointment to the Palestine National Council. He also met with PLO leader Yasir Arafat when Arafat visited Spain in September. Brown Is Opposed to Bases for the U.S. in Middle East WASHINGTON (JTA) — Defense Secretary Harold Brown says that he is op- posed to American bases in the Middle East as a means of helping U.S. allies and interests in the area. Appearing Dec. 16 on the CBS television program "Face the Nation," Brown was questioned by a Penta- gon reporter about the pos- sibilities of the U.S. estab- lishing military bases in the area, as has been suggested by Administration sources since the Iranian crisis be- gan. The suggestions in- clude the U.S. takeover of the air bases in Sinai that Israel will evacaute in 1981 and turn over to Egypt. "I don't want to talk about bases in particular ocun- tries because I don't believe that American bases as such in that area are the right way to go," Brown said "A number of those countries in the area them- selves can maintain bases which in an emergency, in which they asked our help, we could then come in and use. Nor do I see formal al- liances. I believe that the history of those (alliances) does not suggest that this is the right way to go. "I think we need to im- prove our relationships and our military cooperation with the moderate states in the area and there are a substantial number of th- ose." Brown did not mention any country by name. Terrorists Found TEL AVIV (JTA) — Some 30 suspects have been ar- rested and charged with or- ganizing terrorist cells in Judea and-Samaria. Large quantities of rifles, includ- ing American-made rifles believied to have been smuggled from Jordan, were found. The terrorists are be- lieved to have fired on Is- raeli army vehicles near Ramallah and Nablus in re- cent months and are ac- cused of murdering three Arabs who they called col- laborators with the Israelis. Security sources said the Arabs belonged to the Fatah arm of the Palestine Libera- tion Organization and called them one of the most dangerous groups un- covered this year.
