Friday, December 21, 1979 61 Assessment of Palestinians Is Changing By UZI BENZIMAN JERUSALEM (JTA) — A change of mood within the moderate wing of Israeli public opinion towards the Palestinians is discernible at this time. The new atti- tude shows signs of evolving into a profound disillusion- ment with the prospects of achieving a negotiated solu- tion between Israelis and Palestinians. It is expressed by politicians and colum- nists known as advocates of a compromise between the two peoples. Several Knesseters, who until now had consistently favored great Israeli con- cessions towards the Pales- tinians — including the es- tablishment of a Palesti- nian state — have been de- eply disappointed by Pales- tinian leaders' reluctance to take part in the recent polit- ical meeting in Washington initiated by the Israeli quarterly, New Outlook. Well-known "doves" like MK Yossi Sarid of the Labor Party, Avraham Melamed of the National Religious Party, and Mordechai Wir- shoubsky of the Democratic Movement, canceled their plans to participate in the meeting; and the few Knes- set members who did take part in the symposium re- turned hoem plainly disap- pointed. The reason for their de- spair was the hostile atti- tude of Palestinian lead- ers towards the oppor- tutnity provided by New Outlook to meet Israelis and start discussing with them the possibilities of reaching an agreement betweeen the two peoples. None of the front-ranking Palesti- nian leaders on the West Bank responded to the invitation. Those few Knesset mem- bers who did attend realized that Israelis are in fact arguing among themselves over the possibility of reach- ing an accommodation with the Palestinians. The Pales- tinians, for their part, take no role in the dialogue. As one Israeli dove com- mented later: "Instead of waiting for a real Palesti- nian readiness to change their attitude towards Is- rael, we — wrongly — ex- press our expectation of such a change and blame the government for its re- fusal to agree with the Palestinians on the hypothetical possibility of such a new approach." The bald fact is that the Palestine Liberation Organization establish- ment has not shown — for the time being— any sign of flexibility towards Israel. None of the top leaders has expressed readiness to begin negotiating with Is- rael. None of them is ready to amend the "Palestine Covenant" which calls for the dismantling of the Is- raeli State. None of them has declared publicly willingness to adopt the UN Resolution 242 as the basis for a solution. Sadat Proposes Jerusalem Canal CAIRO — Egyptian President Anwar Sadat has asked Egyptian engineers to study the feasibility of a canal to channel the waters of the Nile River 250 miles across the Sinai Peninsula and through Israel's footh- ills to Jerusalem.
