Strategic Arms Limitation

The Reform Jewish
group, composed of 750'
synagogues in the United
States and Canada with
more than a million mem-
bers, adopted the statement
in a resolution passed at its
55th biennial convention in
the Sheraton Center.

warned the UAHC conven-
tion that Israel's need for
U.S. support does not give
Washington a "warrant" for
determining what is neces-
sary for Israel's survival.
"Help for Israel by our
government is justly owing
to this democratic country
friendly to the United
States," he said. "It is not a
warrant for seeking to as-
sume the paramount role in
determining what is essen-
tial to the nation's survi-
val." Goldberg spoke after
receiving the UAHC's
Maurice Eisendrath Award
"for service to the Jewish
community."
Goldberg said, "American
Jews should not put their
trust in princes. As Ameri-
can citizens we should sup-
port our government if we
conceive it to be right. We
should oppose it if we deem
it to be in the wrong."
The former ambas-
sador cautioned against
any "confrontation" be-
tween Israel and the
United States.
"There may be and there
are differences, inevitable
in matters of foreign policy
where no one can be sure of
the correct answers," he

ligate waste of energy in
America," which the organ-
ization described as "a
moral scandal and a na-
tional challenge."
• Called for reduction of
U.S. dependency on OPEC
by expediting the flow of oil
from Alaska and Mexico.
• Urged that "any
further expansion of nu-
clear energy should
await a resolution of pre-
sently unanswered ques-
tions regarding safety
and nuclear waste dis-
posal."
• Denounced apartheid
in South Africa and urged
that "any business with in-
vestments in South Africa"
observe the principles of -
"equal pay, expansion of
training programs and
of
non-segregation
facilities" for all non-
whites. "If these conditions
cannot be met," the resolu-
tion said, "we urge these
companies to terminate
their business dealings with
Africa until apartheid itself
is ended."
• Welcomed the recent
Israeli Supreme Court deci-
sion establishing military
security as "the sole crite-
rion for the expropriation of
privately-owned lands" in
the West Bank and called on
the Israeli government "to
consider carefully the effect
on the peace process ... of
all proposed new settle-
ments."
• Assailed the Palestine
Liberation Organization as
"the single greatest obstacle
to peace in the Middle East"
and called on the Carter
Administration to "reaffirm
in unambiguous terms its
commitment not to deal
with the PLO unless and
until the PLO recognizes Is-
rael's sovereignty, accepts
UN resolutions 242 and
338, renounces terror and
revises its national cove-
nant accordingly."
• Voiced "anguish and
horror at the plight of the
'boat
Vietnamese
people' " and asked its
synagogues to sponsor a
minimum of 1,800 refu-
gees.

Stalling on Oil
WASHINGTON (ZINS)
— Observers believe that
the Carter Administration
has asked Israel not to push
now for a final agreement
on the U.S. pledge to supply
Israel with oil if other
sources are not available.
The agreement says the
oil would be sold at "the
world market price," but
does not specify whether
that is the spot market
price, the long-term OPEC
price or the short-term
OPEC price. The prices vary
by approximately $10 per
barrel.
said. 'But there must never
be a severance of the special
relationship that exists be-
tween Israel and the United
States."
He added, "It is academic
to argue whether American
Jews should speak publicly
about their differences with
the decisions of Israel's
democratically elected gov-
ernment.-American Jews,
like all Americans, are ac-
customed to the right of free
speech and, rightly or
wrongly, will exercise it.
But in the final analysis, Is-
rael's leadership — elected
by its democratic processes
— must make the final de-
termination on the peace
issue and all others affect-
ing its sovereignty."
