Jewish schools in the New
York metropolitan area has
been started by the Fund for
Jewish Education (FJE) of
the Federation of Jewish
Philanthropies from a $15
million five-year program,
the largest in the history of
Jewish educational fund-
ing, according to Sol Litt,
FJE chairman.
The grants cover four
areas — demonstration
grants for new and innova-
tive programs designed
mainly to reach the unaffil-
iated; incentive grants to
stimulate school mergers;
school grants, totalling half
the FJE allocation, for basic
upkeep of the schools, up-
grading of Jewish educa-
tion, educator recruitment,
building renovation and
energy conservation; and —
for the first time — grants to
Jewish schools for educator
welfare benefits.
Litt said about $1.45 mil-
lion will be allocated by FJE
in a two-year period so that
teachers and school staff
members will be able to re-
ceive health benefits, pen-
sion plans and life insur-
ance policies paying up to
$25,000 in benefits.
The plan was called a
major step in countering
the inadequate response
to recruitment of
teachers for Jewish
schools, attributed to low
pay and virtual absence
of teacher benefits. Litt
said some 1,000 teachers
in the Jewish school sys-
tem are to receive bene-
fits at no cost to them or
their schools.
The basic grant programs
include funds for building
renovation and for energy
conservation, Litt said. The
renovation grants are being
offered to help eliminate
health and safety hazards
and to improve deteriorated
facilities.

TEL AVIV (ZINS) — The
newspaper Maariv has pub-
lished a comprehensive
series on Israel's Moroccan
Jews. They now number
600,000 equalling 18 per-
cent of Israel's population.
The Moroccans have con-
tributed heavily to the de-
velopment of Israel's border
towns and many play vital
roles in communal and gov-
ernment affairs. Two mem-
bers of the Begin Cabinet,
Aaron Abuhatzira and
David Levy, are Moroccan
Jews.
Different Target
TEL AVIV (ZINS) — The
Hebrew newspaper Maariv
recently commented on the
U.S. reaction to the 3,000
Soviet troops in Cuba.
The paper criticized the
Carter Administration for
being concerned about
Cuba, separated from the
U.S. by 180 kilometers of
water, and not showing the
same concern for Israel.
Litt said that in some
schools, particularly in old•
neighborhoods, disrepair is
nearing the danger point for
students and teachers. The
energy conservation plan is
being financed by FJE on a
matching basis with federal
funds from the National
Energy Conservation Act of
1978.
Litt said requests under
review include proposals for
Shabat retreats for single
parents; inter-generational
weekend Shabat. programs;
Torah leadership seminars;
a preparatory academy for

children; publication of a
Jewish "Cue" type maga-
sine; an inter-yeshivot bas-
ketball league; a multi-
sensory approach to teach
the Holocaust to children; a
traveling Jewish museum;
and Project Middott — the
codification of Jewish moral
teachings.

JERUSALEM (ZINS) —
A recent poll by Israel's
Public Opinion Research
Institute shows that two-
thirds (68.5 percent) of all
Israelis are opposed to a
Palestinian state, even if it
was the result of a com-
prehensive peace settle-
ment.
Some 21.1 percent agreed
to the establishment of a
Palestinian state on the
West Bank and Gaza, 3.2
percent would agree to such
a state if it had no army and
7.2 percent had no opinion.
