West Bank Mayor Released

JERUSALEM (JTA) —
Bassam Shaka, the mayor
of Nablus, will not be de-
ported after all. The depor-
tation order was revoked
Wednesday by the com-
mander of Judea and
Samaria and Shaka re-
turned to Nablus — as
mayor.
Other West Bank mayors
who had resigned over the
Shaka affair were expected
to announce their return to
work. (Formally their res-
ignations had not taken ef-
fect yet anyway.)
The decision not to deport
Shaka was announced by

WZO Youth Unit
Facing Deficits

JERUSALEM (JTA) —
The deficit of the Youth and
Hehalutz Department of
the World Zionist Organiza-
tion has reached $2.7 mil-
lion.
Department head Av-
raham Katz reported the de-
ficit was caused by inflation
and other elements which
the department had no con-
trol over.
He explained that the de-
partment would have to cut
some 20 percent of its
budget and therefore, for
the first time, there would
be no subsidies for the
thousands of overseas youth
who come to Israel for sum-
mer projects of the Youth
Department.
Moreover, the depart-
ment will have to cut down
on the number of its emis-
saries overseas and use in-
stead foreign graduates of
the Institute for Overseas
Guides after they return to
their countries of origin.
The youth movements will
be asked to use joint emis-
saries.

of Judea and Samaria,
Tat-Luf Arye Ben-Eliezer.
He said the military tri-
bunal that had reviewed the
case last week had recom-
mended him to reconsider
the deportation order.
The committee, he said,
had held that the security
information on which the
deportation order had
been based was indeed
valid. Nevertheless, "in
light of the overall cir-
cumstances," the com-
mittee had recommended
the reconsideration and
he, in consultation with
his "superiors," had de-
cided, therefore, to re-
voke the order and
reinstate Shaka.
Ben Eliezer met with
Shaka during the morning,
informed him of his release,
and requested him "to con-
fine himself to municipal af-
fairs as the law requires."
West Bank mayors im-
mediately welcomed the
Shaka decision, as did the
left-wing Shelli Party, but
Gush Emunim sources said
the Gush might now re-
think its readiness to leave
Elon Moreh.

Arafat to Paris.
The participants warned
that an invitation to Arafat
to visit Paris would be con-
sidered "an insult and a
provocation" by all

there are no immediate
plans for an Arafat visit to
France but that "no basic
difficulties" exist.
