grant of federal funds by the
Council of Jewish Federa-
tions for an "English Lan-
guage Learning Resource
Center" to aid Soviet im-
migrants.
The resource center will
be used to develop printed
and audio-vis-ual in-
structional materials for
teaching English to Soviet
refugees. It will be located
at the main Jewish Com-
munity Center.
The project is one of 14 to
receive grants totaling
$287,500. Recipients were
chosen by CJF from more
than 40 proposals by 24
communities. All the proj-
ects involve the develop-
ment of cost-effective model
programs in Soviet-Jewish
resettlement.
After the local demon-
stration projects have
been fully tested, CJF
will work with other
communities in adapting
them for local use.
CJF, the association of
more than 190 federations,
welfare funds and commu-
nity councils throughout
the United States and
Canada, administers a
$25.2 million Federal Block
Grant for Soviet-Jewish Re-
settlement.

Next in importance to
freedom and justice is popu-
lar education, without
which neither freedom nor
justice can be permanently
maintained.
