NEW YORK — Touro
Law School, established by
Touro College, is now ac-
cepting applications for its
charter class, which will
begin its law studies in the
fall of 1980.
Prof. Gilbert J. Ginsburg
of the George Washington
University National Law
Center has been named
dean-designate.
The program for the law
school, which has been reg-
istered with and approved
by the New York State Edu-
cation Department, has
several interesting fea-
tures, Prof. Ginsburg said.

"While students will
have a wide choice of
general courses and the
opportunity to specialize
in international law,
commercial law, litiga-
tion or administrative
law, the offerings in in-
ternational law and
commercial law are
especially rich," he said.

Touro Law School will
also conduct an optional
year-abroad program in Is-
rael, which students may
attend for their second or
third year. The program

WASHINGTON (ZINS)
— Some observers believe
that Sen. Edward Ken-
nedy's position on the
Arab-Israel conflict is no
different than President
Carter's.
They cite Kennedy's op-
position to sending arms to
Egypt, Saudi Arabia as well
as Israel in 1978 and his
1978 rejection of Israel's in-
terpretation of UN Resolu-
tion 242 as not applying to
the West Bank. Kennedy
argued that Israel must
withdraw from the West
Bank.
In April, alter the fall of

argued that the U.S. must
consider its relationship
with Saudi Arabia more
than ever because of our de-
pendence on oil.

TEL AVIV (ZINS) — The
Central Institute for
Strategic Affairs at Tel
Aviv University has put to-
gether a scenario which for-
sees an independent Pales-
tinian state arising from
self-rule for the West Bank
and Gaza Strip.
The study says Israel
would have to concede a
Palestinian state under
heavy pressure from the
U.S., which would result in
sharp political losses.
The study suggests Israel
concede a Palestinian state
by forcing several condi-
tions so that she would re-
tain the initiative and her
political support in the U.S.
