A Land Deal for the People

BEAT THE HANUKA RUSH

Israel has dramatized to
the world perhaps more suc-
cessfully than any other
people how hard it is to get a
little land for a people, but
there is another land prob-
lem which affects the entire
world — the problem of mil-
lions of people to get a little
land for a home of their own.
It was interesting to read
of the debate in the Knesset
over the proposed sale of
100,000 dunams of state-
owned land to private indi-
_ viduals. Zeev Katz, a
member of the Knesset,
called it "A betrayal of
Zionist ideals," pointing out
that the whole idea of the
Jewish National Fund was
to make the land the prop-
erty of all the people, and
that it was inspired by the
Mosaic law, that land grail
not be sold in perpetuity."

Moses held that the land be-
longed to all the people and
the proposed deal would
turn it over to the land
speculators.
About the same time as
Herzl was working to create
the Zionist movement, an
American, Henry George,
was trying to get the world
to adopt the Mosaic princi-
ple. One of his great
speeches was about the
Mosaic idea of land owner-
ship.
George maintained
that land monopoly was
responsible for poverty
and unemployment.
Land was different from
other things. A building
with increasing use by
the growth of population
becomes more decrepit
and decreases in value,
but increasing use by in-
creasing population
makes land more valu-
able.
The increased value of the
land, he held is a social
product, so George proposed
what he called the single
tax. Take the increased
value of the land produced
by the people for society as
the single tax and abolish
other taxes. Speculators
then could not profit from
land purchases, so land
would be cheaper and since
also there would be no tax
on wilding, we may expect
to see almost unlimited
building. With land cheap
and no tax on building,
buildings would not only
multiply, rents would de-
crease and slums would dis-
appear.
Further, lower rents
would mean the people
would have more money for
other things.
Franz Oppenheimer, the
distinguished German
economist, who fled from
Germany to Palestine dur-
ing the Hitler days also
maintained that land
monopoly was basically re-
sponsible for high interest
rates.
The inscription on the
Liberty Bell in Philadel-
phia, "Proclaim liberty to
all the land and to all the
inhabitants thereof" is
taken from the Mosaic
land legislation.
America owed much of its
impetus of its development
for a long time to the fact
that because of its extensive
areas, the land was not so
easily monopolized, so the
poor of the earth knew that
in America they could go
and get a piece of land and
where there is a piece of
land, there is an inexpen-
sive home and work, or a
job.
Yes, a little land is very
important. We agree with
Zeev Katz of the Knesset.

Oil Policy Lauded

NEW YORK (ZINS) —
The Zionist Organization of
America has hailed
President Carter's decision
to embargo Iranian oil, fol-
lowing the taking of U.S.
hostages at the American
embassy in Teheran.
Ivan Novick, president of
the ZOA, hailed Carter for
rejecting oil blackmail.

NY Apartments
Ready in 2 Years

NEW YORK (JTA) —
The director of a federally-
funded project to rehabili-
tate nine rundown and
long-empty buildings in the
Williamsburg section of
Brooklyn has reported that
he expects the rehabilita-
tion to be completed and 750
apartments ready for occu-
pancy in about two years.
Philip Klein, director of
the project for the United
Jewish Organizations
(UJO) of Williamsburg, an
umbrella agency for -a wide
variety of Jewish organizL
tions, including the Satma
and other Hasidic groups,
said the grant from the
Housing and Urban De-
velopment department was
for $4 million and that HUD
had also made a commit-
ment for subsidy of rentals.
