THE DETROIT JEWISH NEWS Russian Anti-Semitism Analyzed LONDON — The Insti- tute for Jewish Affairs, affiliated with the World Jewish Congress, has issued two research reports on the Soviet Union and the treatment of its Jews. According to the reports, the last year for Soviet Jewry has been marked by a curious combination of lib- eral and repressive policies. The high rate of Jewish emigration has continued, gestures and concessions have been implemented in `he Jewish cultural field ind the alleged "Jewish character" of the Auton- omous Region of Birobid- zhan was stressed in the theoretical journal Kom- munist. Although emigration has been growing, the Soviet authorities are now "seeking new meas- ures with which to stem the tide of emigration;" improvements in cultural and religious facilities are real but they "help the Soviets avoid the real issues; providing cultural facilities in the Russian language" and the oppor- tunity to learn Hebrew for which there is a growing demand among the Jewish public." Furthermore, the essen- tially bogus stress on Birobidzhan "may be used to justify the infringement of Jewish rights in the rest of the USSR." At the same time an in- tensification of anti-Zionist, anti-Semitic propaganda and an increase in anti- Jewish discrimination is reported. Though counter- productive in terms, of stemming the tide of emig- ration it helps the Soviet authorities to counteract the impact of emigration as an oppositional factor" in Soviet society. A new Russian novel, "Just Before the End" by Valentin Pikul, portrays Rasputin, the infamous "holy man" who w fielded great influence at the court of the Czar, as a puppet of the "Zionists." The book as- serts that the "Zionists" were largely responsible for Russia's defeat in World War I, and this appears to be "a novel element in Soviet propaganda." Anti-Semitic.novels are not new in the USSR but Pikul's book, published earlier this year in "Nash Sovremennik," an impor- tant Moscow periodical, makes no serious attempt to carry a Marxist- Leninist message. The IJA analysis links present day anti-Zionism and Russian anti-Semitism of the past, and emphasizes that the particular danger of the novel lies in the utili- zation of some of the anti- Semitic themes found in the works of the extremists among Soviet anti-Zionist propagandists. Grenoble Center PARIS (JTA) — A new community center was in- augurated Nov. 18 in the city of Grenoble. The new center, which includes a cafeteria, meeting halls and modern audio-visual equipment, was built with the city's financial help. The Grenoble Municipal Coun- cil will also pay part of the Jewish center's operating expenses. Deputy Mayor Maurice Verlhac said at the inaugu- ration ceremony that the city "has assumed the moral obligation to help its Jewish community run its com- munal installations."
