seminar that both Israel
and Egypt, which receive
nearly one-fourth of all U.S.
economic assistance, repre-
sent growing markets and
opportunities for American
business.
Wheeler, assistant ad-
ministrator of AID's Near
East Bureau, spoke before a
seminar organized by the
Cleveland Committee for
Development in Israel.
"We have an understand-
ing with Israel that civilian
imports from the U.S. will
exceed the amount of eco-
nomic assistance," Wheeler
explained.
"We also have under-
standings that Israel will
continue buying grains
from the United States at
approximately historical
levels and that American
firms will not in any way be
disadvantaged by the new
cash transfer system. We
are fully satisfied that
American firms gain fair
access to their business."

Egypt on Nov. 20 formally
took back Mount Sinai from
Israel and declared it open
to all Moslems, Christians
and Jews.

He hoisted the Egyptian
flag over the site to mark
the second anniversary of
his visit to Jerusalem which
led to the Egyptian-Israeli
peace treaty.
Sadat appealed for an end
to hatred and bloodshed
among all peoples. He
hailed the efforts of
President Carter and Is-
rael's Premier Menahem
Begin in bringing about the
peace treaty.
Begin, who was unable to
attend, sent a message of
good wishes to Sadat.
