She said the numbers of
Russians who are convinced
to change their minds and
settle in Israel are not as
important now. "They all
become our shlikhim," she
said, "informing the others
of what they saw."
The main task of Ameri-
can Jews, she said, was to
not allow the Russian Jews
to assimilate. But she added
that in America this means
links to religious Judaism.
"But we know these people,"
said Ms. Slovin, a Russian
immigrant herself. They
grew up anti-religion."
She said that the Rus-
sians would more easily
assimilate into Israeli
society, which 160,000
Russian immigrants have
entered in the last eight
years.
In Israel, I ran for the
Knesset four years after I
arrived. I did not win, but
could you imagine an im-
migrant running for office
in the U.S. four years after
arriving?
In Israel, there are 20
Russian newspapers and
magazines. We are not a
hidden minority. There are
Russians active in every
political party."
She said this could not be
true in the U.S., where the
Russians take longer to be
absorbed into the rest of
society, to learn the lan-
guage and to find jubs that
are equal to the ones they
had in Russia.
Ms. Slovin and Tzell are
visiting Pittsburgh,
Cleveland, Chicago, Los
Agngeles, San Francisco,
Miami, Boston and De-
troit during their two-
week U.S. trip. In Detroit
they spoke to Russians in
the English classes at the
Jewish Community Cen-
ter and held an evening
meeting with Russian
Jews at the Ten Mile
branch.
She said that 40 Russian
Jews visited Israel from the
U.S. recently, paying their
own way, and six have de-
cided to make aliya. In the
last six months, 45 Russians
have made aliya from the

Russia with Israeli visas
and instead go to the U.S.
The dropout rate has been
70 percent in recent
months.
Ms. Slovin blamed the
dropout rate on the absence
of news about Israel in the
Soviet Union. She said the
USSR jams Voice of Israel
broadcasts, while Radio
Free Europe is heard in
Russia "seven times a day."

been formed, in New York,
Chicago and Pittsburgh.
Ms. Slovin blames much
of the noshrim problem on
the aid to the Russians
given by the American
Jewish community. She
said HIAS in Rome only
permits 10-15 Russians to
visit Israel every three
weeks because of the dis-
ruption in processing that
the departures caused.
"U.S. Jews say you must
save all the Jews of Russia
but this will not happen if
you continue to help the
noshrim come to the U.S."
she said.
