Says View Middle East in Proper Perspective

rect historical perspective"
at the 65th annual fund-
raising dinner on behalf of
the Beth Yehudah Schools
Sunday at Fairlane Manor.

r ay tribute to the memory of
the late Daniel A. Laven, a
major benefactor of the
Yeshivath Beth Yehudah
and Sally Allan Alexander
Beth Jacob School for Girls,
Herzog said that in the con-
text of what's happening in
the Middle East, world pub-
lic opinion is misleading."
He said that in order to
view the Israel-Egypt talks
in their proper perspective,
one should look at what's
happening in Arab and Af-
rican countries surrounding
the Mideast.
Herzog referred to the
civil war in Lebanon as
the "tragedy of Leba-
non," where Christians
"fear their existence." He
cited the Russian and
Cuban intervention in
the Somalia-Ethopia
struggle, and remarked
that the Soviets and Cu-
bans changed sides in
that battle when it be-
came "expedient" for
them to do so.
Another factor Herzog
said was worth watching in
the area was the return to
extreme orthodoxy in Islam.
Referring to Iran, Herzog
said the fanaticism in Islam
has "dragged Iran back into
the Middle Ages." He said a
clearly anti-Western atti-
tude was taken by the reli-
gious extremists and added
that a "strange bedfellow —
the Soviet Union" had
entered the picture. Herzog
said this fanaticism "bodes
ill for our free world."
He criticized the Carter
Administration for its joint
U.S.-Soviet Union declara-
tion. Herzog said that
former U.S. Secretary of
State Henry Kissinger
worked hard at keeping the
Soviet Union on the
sidelines in the Middle East
issue, and in one fell swoop
the President "brought the
Soviet Union to the center of
the action."
On the role of the Pales-
tine Liberation Organiza-
tion in the Middle East con-
flict, Herzog said that the
"PLO's posture in the Mid-
dle East is in inverse prop-
ortion to its international
standing."
For example, he said
that members of the PLO
are forbidden from enter-
ing Jordan. In Syria, its
followers are tightly con-
trolled.
"Only in Lebanon is the
PLO free to do as it wishes."
He said the only positive
development in the Middle
East was the Israel-Egypt
peace treaty.
Herzog said the most
serious problem facing Is-
rael is inflation.. "It affects
our political and defense
posture." He said despite
the inflation rate, Israel ex-
pected to export $8-9 billion
in agricultural and indus-
trial products this year.
He said Israel is the
major supplier of agricul-
tural products to Europe
in the winter. It produces
its own tanks and fighter
planes and ships nuclear
medical equipment
abroad.
Herzog concluded that
the "U.S. investment in Is-
rael is paying off hand-
somely."
Co-chairman I. William
Sherr welcomed the dinner
guests and thanked suppor-
ters of the Beth Yehudah
Schools and Rabbi Norman
Kahn "for his fund-raising
efforts." David Holtzman,
who served with Sherr as a
co-chairman, said that the
schools showed increased
enrollment and added that
among the students were
Iranian Jews who sought
asylum in the U.S. and Rus-
sian Jews.
A presentation was made
to the Laven family by Ivan
Bloch in tribute to the late
Mr. Laven. Rabbi David M.
Lieberman, dean of the
yeshiva, said that the
dinner had originally been
planned as -a celebration of
Mr. Laven's 80th birthday.
His death earlier this year
changed the celebration to a
memorial tribute.

French to Remain Vigilant
Against Anti-Semitism Rise
PARIS (JTA) — Baron
Guy de Rothschild has
called on France's Jews "to'
remain vigilant" but to also
show a "dignified modera-
tion" in their reactions to
anti-Semitic symptoms.
— Rothschild, who is
:esident of France's cen-
tral Jewish welfare fund,
the Fonds Social Juif Unifie
(FSJU), was addressing the
organization's annual con-
ference Nov. 13. He termed
anti-Semitism in France
today "a minor irritation"
only but said "we should
nonetheless react with no
reservations should our
civil, social or physical se-
curity or our dignity be
threatened" in any way
whatsoever.
Rothschild paid tribute to
the existence of Israel as a
main factor in fighting
anti-Semitism. He said
France's Jewish community
is energetically opposed to
any plans to invite Pales-
tine Liberation Organiza-
tion leader Yasir Arafat to
visit France.
The annual FSJU con-
ference adopted a five
percent increase in its
budget for 1980, express-
ing its confidence that the
community fund-raising
will meet this target. Wel-
fare activities will be in-
creased especially in car-
ing for the old and the
very young.

The FSJU's treasurer,
David de Rothschild, paid
tribute to government as-
sistance in these fields and
to that of the city of Paris.
Guy de Rothschild summed
up the discussion by stres-
sing that "fighting against
poverty and misery is part
of the honor of being
Jewish."
