Friday, November 16, 1919 1 THE DETROIT JEWISH NEWS ,Mideast Autonomy Talks Ongoing, Little Headway Made • JERUSALEM (JTA) — Israeli and Egyptian work- ing groups met at the Laromme Hotel in Tel Aviv Wednesday for another round of talks on autonomy for the West Bank and Gaza Strip. Haim Kubersky, chair- man of the Israeli delega- t opened the proceed- ith a summation of the legal powers invested in the military government. This was an introduction to the agenda item dealing with the "poVvers and re- sponsibilities" of the pro- posed autonomous authorities, a subject on which Israel and Egypt re- main far_ apart. The Egyptians insist that the autonomy council be given the widest possible - authority while the Israelis want its powers strictly limited. The Egyptian dele- gation asked for time to study' Kubersky's report and further discussion of the "povvers and respon- sibilities" item was post- poned. The atmosphere of the talks was described as- 7 `friendly" and informal. Kubersky said that pro- gress was being made and the two parties have gotten down to the dis- cussion of details. The present round of talks is to continue through next Tuesday. The , United States is represerit ed- by James Leonard, deputy to Robert Strauss, President Carter's special envoy to the Middle East. Strauss is to be replaced shortly by Sol Linowitz, who is expected to visit the Middle East. at a later stage. President Anwar Sadat of Egypt, meanwhile, con- tinues to express optimism over the successful outcome of the negotiations. Strauss, who is ending hiS role as President Car- ter's special Mideast envoy to head Carter's re-election campaign, expressed "cautious op- timism"' that the Palesti- nian autonomy negotia- tions between Israel, Egypt and the United States will reach a suc- cessful conclusion by the end of May, the "target day" for the talks. He admitted, however, that the negotiations face "a great deal of trouble," al- though, he said, "progress has been made," and "we are moving ahead" with the talks.
