Church Body's Plan to Make M.E. Policy Statement Hailed

NEW YORK (JTA) — A
plan to develop a com-
prehensive policy state-
ment on the Middle East for
the National Council of
Churches, which includes
`sending a fact-finding group
to the Middle East early in
1980, has been hailed by a
Jewish spokesman as "a
constructive, responsible
F and statesmanlike ap-
roach for dealing with the
Middle East issues in all
their complexity."
Rabbi Marc Tanenbaum,
interreligious affairs direc-
tor of the American Jewish
Committee, in praising the
plan, also said it constituted
a rejection by the NCC gen-
eral board of_ a "one-sided,
strident" resolution,
"scapegoating Israel" as the
so-called "unique" violator
of human rights in the Mid-
dle East which was offered
by the Antiochian Christian
Archdiocese of New York
and All North America.

Continuing, Tanenbaum
said the resolution, which
called for the suspension of
all U.S. aid to Israel, "studi-
ously avoided making a
single reference to the flag-
rant denial of human rights
of Christians, Jews and
Kurds in Iran; of Copts in
Egypt and Ethiopia; of
Christians and Jews in
Libya, South Yemen, Syria
and Lebanon, in which the
PLO has played its consis-
tently destructive and vio-
lent role."
Meanwhile, the An-
tiochian church aban-
doned a plan to seek to
add Zehdi Labib Terzi,
the Palestine Liberation
Organization's observer
at the United Nations, to
its list of proxies on the
governing board.
Tanenbaum said he
attended the sessions of the
general board with Rabbi
James Rudin, the associate
interreligious affairs direc-

tor, as "official fraternal
delegates."
Tanenbaum said that two
weeks ago, a special Middle
East panel of 16 influential
leaders of the main Protes-
tant and Orthodox denomi-
nations in the NCC was set
up. The Antiochian resolu-
tion was turned over to the
special panel earlier last
week. Its extremist position
was found unacceptable by
many NCC members.
Tanenbaum said the
special panel was as-

signed a series of tasks,
one of them involving the
projected fact-finding
trip to the Middle East
late February and early
March.
Basically, the_panel will
seek to organize a series of
discussions and meetings
with Christian and Jewish
leaders, both in the United
States and in the Middle
East, to develop approaches
for the projected com-
prehensive Middle East pol-
icy.

Israeli Envoy to Portugal
Wounded by 2 Terrorists

PARIS (JTA) — The Is-
raeli ambassador to Por-
tugal, Ephraim Eldar, was
wounded and one of his
bodyguards killed in a ter-
rorist attack Tuesday morn-
ing. According to Por-
police reports, two
men opened machinegun
fire and threw hand-
grenades as the ambassador
was about to enter the em-
bassy building in central
Lisbon. Eldar's condition is
reported as "good" by Lis-
bon's Santa Maria Hospital.
The attack took place as
the ambassador's car drove
up to the office building
which houses the Israeli
diplomatic mission in Lis-
bon. Two men in a white
sedan were seen waiting
there. As the ambassador's
car drove up, one of the men
walked to it and opened fire
while his accomplice threw
several handgrenades as an
apparent diversion.
The bodyguard, a Por-
tuguese police detective,
was killed and the driver
and a uniformed policeman
outside the building seri-
ously wounded. Another
passerby was also injured in
the attack.
PLO chief Yasir Arafat
last week opened a Pales-
tinian solidarity confer-
ce in Lisbon and also

Portuguese
eresident General Eanes,
the prime minister and
other top Portuguese of-
ficials. Lisbon welcomed
Arafat with the cour-
tesies normally granted
to visiting chiefs of state
and Portuguese officials
said at the time that
Arfat's reception was
tantamount to a de facto
recognition of the PLO.
Arafat's reception was
branded by the Anti-
Defamation League of Bnai
Brith as a set-back to
American efforts for peace
in the Middle East.
In Belgium, the foreign
ministry denied reports
that Arafat would visit Bel-
gium this month.

for smuggling explosives
into Germany were de-
ported to Lebanon after
serving four months.
According to news re-
ports, the Germans were
embarrassed because Is-
raeli agents had partici-
pated in interrogating
the two Palestinians. It
was reported that a third
Palestinian had commit-
ted suicide after agents
tried to convince him to
become a double agent.
The German government
later allowed a PLO repre-
sentative to visit the con-
victed Arabs.

Israeli Police
Director Named

JERUSALEM (JTA) —
Gen. (res.) Herzl Shapir, a
50-year-old career army
officer who was once a can-
didate for the post of chief of
staff, has been named in-
spector general of the Is-
raeli police and will replace
the incumbent, Haim
Tavori, in January. His ap-
pointment was greeted with
mixed reactions in senior
police circles.
Objections were voiced by
some who saw the selection
of an army officer to be Is-
rael's top law enforcement
official as a rebuff to those
who have made the police
their career and worked
their way up to senior posi-
tions. But the consensus
among the police, expressed
by one ranking officer, was
"Let's give him a chance.
There is a lot of work to be
done."
Shapir was born and
educated in Israel and
has been in the army
since the War for Inde-
pendence in 1948. He was
commander of the tank
corps in the mid-'60s and
in 1974 he headed the Is-
raeli military team at the
separation of forces talks
in Geneva after the Yom
Kippur War.
He served as commander
of the southern front from
1976 to 1978.
