In a 39-page, 34-point pol- icy paper entitled "Oil and Turmoil; Western Choices in the Middle East," pre- pared by its "Special Work- ing Group on the Middle East," the council urged the U.S. to be "prepared to • • •• • • • NoRELco. - • • Adjustable Coffee Grinder • . The policy paper also said that "The U.S. should strive to maintain its relations with Saudi Arabia on a basis that will assure coop- eration on the oil question; Saudi assistance in the process of negotiations of Arab-Israeli settlements and a constructive Saudi role in maintaining security on the Arabian peninsula and in the general area of the Red Sea and the Persian Gulf." While saying that the U.S. "should continue to put forth efforts to deny to the Soviet Union the extension of its domination or control in the Middle East,''the re- port observed. that "Soviet influence in the region is a natural fact and cannot be excluded. But it should be U.S. policy to keep that influence within limits." The 32 members of the Working Group included 10 former U.S. Ambas- sadors, nearly all of them formerly posted to Arab capitals. Other members of the Working Group are three former undersecre- tarys of state: George Ball, who has long advo- cated the positions de- tailed in the report, Joseph Sisco and Eugene Rostow. Lt. Gen. Andrew J. Good- paster, Commandant of the U.S. Military Academy at West Point, was chairman of the Working Group. Lt. Gen.
