Hurwitz, the former • minister of commerce who resigned from Begin's gov- ernment earlier this year in protest against the Camp David accords, was sworn in immediately. Ehrlich was not required to take a new oath of office. The reshuffle was made possible when the Knesset voted Tuesday night to approve an amendment to the basic law governing the government's structure. Earlier Wednesday, the Cabinet approved the new appointments at a brief ceremony in which Begin thanked Ehrlich for his 21/2 years of service in the treasury post and express'ed hope that his successor will fulfill all expectations. Begin was unable to im- plement another planned Cabinet change, the ap- pointment of Minister, Without-Portfolio Moshe Nissim to the post of minis- ter of information. There is no such ministry in the pre- sent government and Nis- sim, who had agreed to take the job, changed his mind at the last minute because of severe opposition from other ministeries that eng- age in information func- tions. The matter is not ex- pected to be resolved until Begin appoints a new foreign minister to replace Moshe Dayan who resigned Oct. 21. So far, Begin has chosen to hold the appoint- ment in abeyance and has undertaken the duties of foreign minister himself. The Cabinet reshuffle faced several roadblocks in the Knesset and it was un- certain for a time that Begin would be able to muster a majority to push it through. The Democratic Movement, which holds seven Knesset seats, is unhappy over the creation of a second deputy premier because it fears this will inevitably erode the powers of Deputy Premier Yigael Yadin, leader of that faction. Five Democratic Movement MKs absented themselves from the chamber during the voting. A more serious obstacle that Begin overcame at least temporarily was the threat by the Aguda Israel bloc to vote against the Cabinet change unless a re- NY Federation, UJA Unit Aid Iranian Jewish Children NEW YORK ('JTA) — The Federation of Jewish Philanthropies and United Jewish Appeal of Greater New York have made emer- gency grants in response to the plight of hundreds of Iranian Jewish children who have left the turmoil of their country and have reached the city in recent months. They were able to come here because the youngsters are stillpermitted to leave Iran for study abroad. In a joint announcement, Harry Mancher and Stephen Shalom, presidents of federation and New York UJA, respectively, stated that up to $400,000 would be available in emergency relief funds. Additional fed- eration. monies will be allo- cated for a service program. Of this, an initial $50,000 has been released by federation and UJA to pay for food and other basic costs of daily living for needy Iranian chil- dren indefinitely cut off from their families. The two had saved the lives of Dr. Sabina Zimering and her family during World War H.
