Sisco Wants a Strong U.S.
Leadership in Middle East

BOSTON (JTA) — In a
major address to 1,500 dele-
gates attending the 25th bi-
ennial national convention
of Women's American ORT,
Joseph Sisco, president of
- American University and
former U.S. Under Secre-
tary for Political Affairs,
called for "strong American–
leadership" in the Middle
East and the world.
He said that Israel's se-
curity was linked to the
United States despite the
.. strains between the two rm-
tions, and the U.S. was in
need of a strong presidency,
without which a strong
foreign policy could not be
made. He said that America
should "protect its vital
. interests" around the world
and reduce its "outside de-
pendence" on the Organiza-
tion of Petroleum Exporting
Countries.
Sisco called the Israel-
Egypt peace negotiations
the "most important step
forward" in the Middle East
- in 30 years and said that the

Camp David agreements
have greatly reduced the
possibility of war in the
area. He stated that the
U.S. must let the parties in-
volved in Middle East peace
process "work things out for
themselves."
He proposed that once
autonomy was instituted
on the West Bank and in
Gaza, the parties con-
cerned would be able to
test the efficacy of the ar-
rangements over a period
of some five years.
Calling himself the "first
non-pro-Arabist in the
State Department," Sisco
declared that he was "as
committed to Israel as any-
one in the audience."
Beverly Minkoff, of
Rockville Centre, N.Y., was
elected national president
of Women's American ORT.
She previously held the post
of chairman of the national
executive committee to
which she had been elected
in 1975 and re-elected in
1977.

Britain Adheres to Boycott

LONDON (JTA) — The
British government said
that it is to continue au-
thenticating negative cer-
tificates on British exports
to the Middle East, which
confirm that the goods do
not originate in Israel.
A Foreign Office Minister
told Parliament that the
government had concluded
• it would be against British
interests to discontinue au-
thentication despite being
p--.T1 to do so by a House of
.s Select Committee.
Israeli sources called the
British decision "very dis-
appointing," and in marked
contrast to the Dutch Parli-
ament's passage of a bill to
ban compliance with the
Arab boycott.
The government said
that it had consulted a
wide range of bodies in-
volved in Middle East
trade and that it was their
consensus that refusal to
authenticate certificates
would pose "an unac-
ceptable risk" to British
exports. .
In a minor concession to
the Lords Committee, how-
ever, the Foreign Office is

now issuing notices stating
that it is in no way condon-
ing the documents them-
selves and that it does not
approve of the boycott.
The House of Lords Select
Committee's report, pub-
lished 14 months ago, said
that negative certificates of
origin were "among the
most discriminatory forms
of the boycott mechanism"
and that by authenticating
signatures on them the
Foreign Office was in fact
condoning them.

turn in their neighbors who
have been cheating on their
income tax.
The Income Tax Commis-
sion opened a telephone
center to receive informa-
tion from the public on
people who are not paying
their taxes.

cord the information. volun-
teered by the anonymous
callers and will be
authorized to ask for addi-
tional information.
