Kreisky Forsees Israel Recognizing PLO UNITED NATIONS (JTA) — Austrian Chancel- lor Bruno Kreisky declared Monday at the UN that "Only negotiations and agreements between the Palestinians and the Is- raelis, on the basis of their mutual recognition, will lead to results. Without this eadiness to negotiate and le will to achieve agree- ment, there will be no peace" in the Mideast. In his address to the Gen- eral Assembly, the Aust- rian leader predicted that soon most, if not all gov- ernments in the world will recognize the Palestine Lib- eration Organization as the representative of the Pales- tinians. Once this happens, he said, the Palestinian side would have to acknowl- edge as a reality the exist- ence of the state of Israel and Israel would have to ac- knowledge as legitimate the national rights of the Pales- tinians." He added, "It is only at that stage that in my opin- ion the moment for first exploratory talks will have to come." Later, in a press con- ference at the UN, Kreisky reiterated the same ideas. He said his "impression" from the talks he held with PLO leader Yasir Arafat last July was that "there is a fair chance" that the PLO will agree to recognize Is- rael in return for Israeli recognition of the PLO. As for the Camp David accords and the Israeli- Egyptian peace treaty,. Kreisky said, This peace remains an historic achievement of President Anwar Sadat" of Egypt. He did not mention Israel's part in reaching the agreement. Israel's Ambassador Yehuda Blum, in a brief statement issued after Kreisky's address to the As- sembly, said the chancellor "manifested his partiality again today in referring to the Egyptian-Israeli peace treaty as an exclusive achievement of President Sadat." But, in reply to a question, he said he does not have contacts with Israeli government officials. On Wednesday, in Lis- bon, Portugal, the Bureau of the Socialist International empowered its president, former West German Chan- cellor Willy Brandt, and its vice president, Austrian Chancellor Bruno Kreisky, to continue maintaining "contacts" with the Pales- tine Liberation Organiza- tion. The Bureau, on which 20 socialist parties are re- presented, did not consider, however, granting the PLO any official status as an ob- server or in any other capacity. Israeli Labor Party chairman Shimon Peres said after the two-day session that he was "satis- fied" with the results. Brandt told the Jewish Telegraphic Agency that practically all the delega- tions supported "the principle" of his and Kreisky's meeting with Arafat last July in Vie- nna. The only delegations which objected, said Brandt and Kreisky, were the Israelis and that of Ireland. The Dutch and several others objected to the way in which the meeting was arranged and its form. Israeli sources said the bureau has promised that any future contacts with the PLO will take place only after Israel would have been given due notice in advance. Both Brandt and Kreisky said the PLO has not applied for observer status nor are there any plans for further contacts with Arafat or any of its other representatives. Socialist sources said the PLO "has not applied because they know that their application would not stand a chance to be granted." Brandt told the confer- ence that both he and Kreisky "are convinced that the Palestinians now want self-determination without the elimination or destruc- tion of the state of Israel." Brandt said that in his view, "The two sides (Israel and the PLO) will have to take each other into considera- tion" if a comprehensive peace agreement is to be reached. He added that "the peace process is impossible without PLO participa- tion." Peres said, "My dif- ferences with Brandt and Kreisky are mainly on a question of grammar: they speak, hopefully, about the future — we speak about the present." The Egyptian majority party, the Na- tional Democractic Union, has formally applied for admission to the Socialist International. The party's secretary general, Kamal Hassan, a former top aide to President Sadat, came out in favor of socialist contacts with the PLO. He also stressed, how- ever, that the Camp David agreements "were the first documents in which Israel recognized the rights of the Palestinians." He said that the socialists could best act for peace "by supporting the agreements."
