THE DETROIT JEWISH NEWS Cabinet Shuffle Averts Crisis Temporarily By DAVID LANDAU and GIL SEDAN JERUSALEM (JTA) — Premier Menahem Begin succeeded Monday night in putting together the ele- ments of a reorganized coal- ition Cabinet, averting a government crisis for the moment. Under his plan, which the Cabinet is expected to ap- prove at its weekly meeting on Sunday, former Minister of Commerce Yigal Hurwitz will replace Simha Ehrlich as finance minister, Ehrlich will assume the yet-to-be- created post of second de- puty premier and Minister-Without-Portfolio Moshe Nissim will become minister of information, an- other post that does not now exist in the Begin govern- ment. The sensitive problem of replacing Moshe Dayan as foreign minister is being held in abeyance. Begin an- nounced that he will con- tinue to serve temporarily as foreign minister, the post he assumed when Dayan resigned a week ago, and that he might appoint a de- puty foreign minister to as- sist him. The Cabinet re- shuffle represents an at- tempt by Begin to balance the conflicting interests of the various factions in his Likud-led coalition. The impasse was broken when Ehrlich, a leader of Likud's Liberal Party wing, agreed to be- come second deputy premier which will make him junior, albiet unoffi- cially, to Deputy Premier Yigael Yadin, leader of the much smaller Demo- cratic Movement. Ehrlich, who said he planned to resign any- way in "a week or two," accepted reluctantly. He explained that he was doing it for the good of the coalition that other- wise would be endangered. His suc- cessor, Hurwitz, is a member of the small, ultra-nationalist Laam t fiction of Likud. Nissim belongs to the Liberal Party. The new arrangement will be drafted formally at a meeting this week between Begin, Ehrlich, Yadin and Interior Minister Yosef Burg of the National Reli- gious Party. Although Cabinet approval is ex- pected, the reshuffle may run into trouble when it is presented to the Knesset for endorsement. A sharp de- bate is likely but the gov- ernment's majority is ex- pected to prevail over oppo- sition critics. There are other stumbl- ing blocks, however. Ac- cording to the law govern- ing the Cabinet's structure, the creation of a second de- puty pretnier's office re- quires the approval of a Knesset majority. Begin may have difficulty muster- ing the necessary 61 votes inasmuch as the Demo- cratic Movement which con- trols seven Knesset seats is not happy with the new ar- rangement. Yosef Eliahu, chairman of its Knesset faction, has called a special meeting of his colleagues for today. He charged that the appoint- ment of a second deputy premier would "degrade" the office of deputy premier held by Yadin. Ehrlich said however that if creation of the new post is delayed, he would be willing to serve temporarily as a minister- without-portfolio. Begin has already instructed the government's attorneys to draft the necessary legisla- tion. If Begin's plan is im- plemented, the hawkish wing of the government will be strengthened con- siderably at the expense of moderates. Hurwitz is a hard-liner who quit Begin's Cabinet last year because he op- posed the Camp David ac- cords. When he re-enters the Cabinet he is expected to align himself with the other hawks, Agriculture Minister Ariel Sharon, Transport Minister Haim Landau and Education Minister Zevulun Hammer of NRP. Moreover, the ap- pointment of a foreign minister cannot be post- poned indefinitely.
