PARIS (JTA) — Former
U.S. Secretary of State
Henry Kissinger last week
ruled out the Palestine Lib-
eration Organization as an
essential factor in the Mid-
dle East peace process.
Kissinger, who was ad-
dressing a press conference
in preparation for the publi-
cation of his "Memoirs: The
White House Years" in
French, said, "I frankly do
not believe that the PLO is
the key to a solution in the
Middle East." He refused to
say who is entitled to speak
_on behalf of the Palesti-
nians.
Meanwhile, former Prime
Minister James Callaghan
of Britain said in Jerusalem
that "there is no room for
negotiations" with the
Palestine Liberation
Organization unless it
changed its attitude toward
