An Israeli Oncology Clinic Is Helping West Bank Arabs The Israeli government has established a cancer treatment program in an Arab hospital near Bethlehem which has treated more than 400 patients in its 18-month existence. - Dr. Yoav Horn, director of the once-a-week clinic at Beit Jala government hos- pital, was in the Detroit area this week as part of a three-week visit to' the U.S. Dr. Horn is also director of oncology at Assaf Harof Hospital near Tel Aviv. He said the Beit Jala oncology clinic is now seeing 40-45 patients each Tuesday in an effort to give treatment close to the patients' homes. All 16 hospitals in Judea and Samaria refer patients to the clinic. Patients are also referred by private doctors and are coming from Jordan. Dr. Horn said the clinic relieves some problems for the patients in terms of speaking Arabic and travel- ing. The clinic has also served to educate Arab physicians on the West Bank. Dr. Horn and another Is- raeli doctor are aided by an Arab doctor, nurse and sec- retary at the clinic, with the support of the rest of the staff at the Arab hospital. He said the patients re- ceive chemotherapy on an out-patient or "day hospi- tal" basis. Radiation therapy is administered at Mystery Bus Ride Scheduled Temple Beth Jacob will sponsor a mystery bus ride 7 p.m. Nov. 10. The evening will include dinner and music. Israel's Tel Hashomer Hos- pital. The clinic is negotiat- ing with a private hospital on the West Bank which just purchased its own radi- ation equipment. All of the clinic's services are paid for by the Israeli government. - "We are developing this unit to make it the same quality as any Is- raeli unit," Dr. Horn said. "This is already happen- ing." He added that he hopes local Arab doctors will open satellite clinics to educate the patients in early detec- tion of cancer and to do follow-ups. He said the program must go on with Israelis or with- out us. It is an educational program for the population in cancer detection. People come to us by appointment, which is unusual for them. They bring their families with them and it is an event for them," Dr. Horn said. "This is part of our contribution to co- existence in the area, and it is a humanitarian project." French Tie Arafat Visit to Recognition of Israel PARIS (JTA) — A French government special repre- sentative has reportedly in- vited Palestine Liberation Organization chief Yasir Arafat to France without fixing a date for the visit. Anti-Israel Move in WPU Defeated RIO DE JANEIRO (JTA) — An attempt by Iraq and Kuwait to oust Israel from the World Postal Union (WPU) was thwarted by a majority of the delegates from 142 countries. The motion by Kuwait and Iraq to modify the para- graph in the WPU's regula- tion requiring a vote of two-thirds of the organiza- tion's membership to oust a member was defeated. The two Arab delegations pro- posed a simple majority vote to oust Israel. - - The representative, Gabriel Robin, head of the French Foreign Ministry's Political Department, met last Fr' day with Arafat in Beim, The French would like Arafat's visit to France to mark a "milestone" in the Middle East negotiations and hope to use the PLO leader's visit for a joint dec- laration recognizing Israel and accepting its 1967 bor- ders. Such a declaration, French sources say, would spell out Israel's recognition by the PLO and somehow force Washington into a dialogue with the Palesti- nian organization. It would be better that you do not give anything at all rather than give in such a way as to put a poor man to shame.
