JWV Head Hits - PLO Friendship of Black, Spain Lea g Araue Leaves Eg ypt NEW YORK — The Arab League Secretariat has moved its headquarters from Cairo to Tunis. The move apparently camp as a result of the Arab League members' anger at Egypt's peace negotiations with Israel. Within days of the March 26 signing of the peace treaty with Israel, Egypt was suspended from the league and members voted to move the head- quarters from Cairo t Tunis. Retaliating against the league, Egypt froze its local financial assets, which amounted to about $43 mil- lion, blocked the removal of documents from the Cairo headquarters and barred a move to Tunis by the Egyp- tian employees, who made up most of the staff. The league has been operating since May from the Tunisian capital. Most of the countries that voted for the move have contrib- uted little or nothing toward the expenses so far. In his criticism, Stone said, "It is indeed ironic that black people, often the target of violence and ter- rorism, now, through the actions of some black civil rights leaders, find them- selves aligned with those who perpetuate violence and terrorism."
