Zbigniew Brzezinski out-
lined why the U.S. con-
tinues to shun the Palestine
Liberation Organization
which Young demands
should be recognized.
Five weeks after Young's
resignation, an act that
brought sweeping charges
from many American black
leaders blaming American
Jews and Israel for his
downfall, the President said
flatly neither American
Jews 7nor anyone else urged
me to ask Andy for his res-
ignation."
Carter made the state-
ment during the swearing
in of Donald F. McHenry as
Young's successor. The
mainly black audience
broke into applause, both
when the President praised
Young as "my friend and a
friend of the world" and
when he added:
"I might say in passing
that any claims or allega-
tions that American
Jewish leaders or anyone
else urged me to ask
Andy for his resignation
are absolutely and totally
false and neither did
anyone urge Andy to re-
sign. He made his judg-
ment on what was best."
Meeting with editors at
the White House last Fri-
day, Brzezinski was asked
"why we have a policy not to
talk to the PLO" while the
U.S. has relationships with
the Soviet Union and Cuba.

McHenry Won't
Meet Arafat
NEW YORK (JTA) —
Donald McHenry, who has
replaced Andrew Young as
the :United States Ambas-
sador to the United Nations,
indicated he would not meet
with Yasir Arafat or any
other Palestine Liberation
Organization official until
it meets the conditions set
by the Carter Administra-
tion.
He also said that he per-
sonally wants the PLO to
renounce terrorism.
But McHenry, in an
interview last week on the
Public Broadcasting Serv-
ice's "MacNeil/Lehrer Re-
port," stressed that there
can be "no solution to the
Middle East" conflict "with-
out a solution to the Pales-
tinian" problem. He said
"representatives of the
Palestinian people" must be
involved in the Mideast
talks.
Eitan Backed
JERUSALEM (JTA) —
The Cabinet decided Mon-
day not to take any action
against Chief of Staff Gen.
Raphael Eitan for reducing
the sentence of Lt. Daniel
Pinto, the paratroop officer
charged with murdering
four Lebanese civilians.
Cabinet Secretary Arye
Naor said the Cabinet con-
sidered the case closed since
it backed Defense Minister
Ezer Weizman's support for
Eitan.
Over the weekend, Prime
Minister Menahem Begin
spoke in defense of Eitan,
and Israeli public opinion
has been overwhelmingly
favorable to the chief of
staff.

Palestinians.
Hier was referring to
statements made by Young
to a Los Angeles Times re-
porter during his flight back
from a tour of Africa.

mittee is acting to counter a
flood of anti-Semitic prop-
aganda from abroad con-
tending that the Holocaust
never occurred.
The committee, through
its anti-defamation body,
the Comite de Tribuna Is-
raelita, will soon publish an
anthology in Spanish con-
taining documents, photo-
graphs and eye-witness ac-
counts by Holocaust sur-
vivors of the death camps
and ghettos of Nazi-
occupied Europe.
