The resolution said the request is based on humanitarian grounds. The resolution now goes to the Senate for action. The measure was intro- duced by Rep. Stephen Sol- arz (D-N.Y.) under suspen- sion of House rules, a step which requires two-thirds of the House to approve for passage. With no dissent, the measure was adopted as offered.
