During the past year we
signed a treaty of peace with
the largest and strongest
Arab country, Egypt. The
treaty has been ratified and
duly brought into effect; it is
being carried out in phases
as stipulated in its various
chapters.
This is a great event of his-
torical importance. It is a
turing point in the annals of
the Middle East achieved,
undeniably, through great
sacrifices. The two countries
were in a state of war for 31
years and actual hostilities
broke out between them five
times since the renewal of Is-
rael's independence. Now, a
momentous decision was
made to terminate the state
of war, to live in peace, to
cooperate economically, to
found common ventures, to
exchange visits and promote
tourism, to guarantee that
the Suez Canal shall remain
open to ships bearing the Is-
rael flag — to help each
other. Thus it is that peace is
becoming a living reality
and there is hope that
friendship will deepen not
only between the representa-
tives of the two countries but
also between the Egyptian
and Israeli peoples them-
selves who are coming to
know each other more and
more.
In accordance with the
Camp David agreements of
1978 we are now also
negotiating the full au-
tonomy for the Arab inhabi-
tants of Judea, Samaria and
the Gaza District. Let it be
known and clearly stated
that we wish to faithfully
carry out this commitment,
too, as we undertook and
signed its provisions. The
negotiations meet sometimes

with difficulties but these
can be removed if all parties
to the talks observe the writ-
ten agreement which is clear
and cannot be misinter-
preted.
Here I will register a truth
that is obvious to the Jewish
people and deserving of the
support of every woman and
man of goodwill everywhere:
Jerusalem, is the capital of
Israel, an indivisible city
with complete freedom of ac-
cess to the holy shrines by
members of all religiw
guaranteed by law for a–
time.
And from this city, eternal
Yerushalayim, I send you,
my dear brethren, greetings
for a happy New Year 5740.
May it be, with God's help, a
year of a general com-
prehensive peace, a year of
aliyah to the land of our
forefathers, of progress
towards the solution of our
economic difficulties and
first and foremost of housing
for the needy families. May
this Rosh Hashana bring
peace, security, freedom and
happiness to all the Jewish
people in Eretz Israel and in
the Diaspora.
Shalom from Jerusalem
to all of the House of Israel.
