The Commerce Depart- ment announced that in ac- cordance with a "consent agreement" it has ordered Finagrain Compagnie Comerciale Agricole et Financiere S.A. (Finag- rain), a Swiss subsidiary of Continental Grain Co., to pay $20,000, the "maximum civil penalty allowable under the law for two viola- tions," a Department statement said. The penalty order, signed by Stanley Marcuss, senior deputy assistant secretary for industry and trade, also requires Finagrain to take "internal corrective meas- ures to ensure its future compliance with the anti- boycott law and to report to the Commerce Department within six months on its ac- tions." The two alleged viola- tions involved a shipment to Iraq in which Finagrain certified that it was not affiliated with any firm blacklisted by Iraq as part of its boycott of Israel and that the shipment was not of Is- raeli origin. The anti- boycott law prohibits Americans from furnishing information about business relationships with boycot- ted or blacklisted persons related to intent to support an unsanctioned foreign boycott. According to the penalty agreement entered into by the Swiss firm, one of its corrective measures is to have prompt reporting to its appropriate management all boycott-related requests. TEL AVIV (JTA) — Mapam's veteran leaders Meir Yaari and Yaacov Hazan found themselves in the minority last week when the Mapam Secretariat voted in favor of allowing its two Knesset members, Chaika Grossman and Naftali Feder, to participate in a symposium organized by New Outlook magazine to take place in Washington in October. At a meeting of the Secretariat earlier, Yaari and Hazan succeeded in preventing a resolution from being passed approv- ing their Knesseters' par- ticipation despite the fact that the general feeling was for participation in the symposium. In last week's session, Hazan was absent and Yaari left before the vote was taken. The sole holdout was Knesseter Omri Ron. However, the Secretariat laid down specific conditions for participation: that there be no representatives of the Palestine Liberation Organization at the sym- posium, that no resolu- tions be adopted at the conference, and that there be a wide range of opinions. A great deal of heat was generated in Mapam and in the Labor Party over the symposium entitled "The Middle East Between War. and Peace." / Singles Events The Labor Party Bureau, the highest decision- making body of the party, went on record as opposing the participation of its Knesseters who were in- vited to take part in the symposium but did not offi- cially forbid their participa- tion. Party officials felt that the symposium would not be one-sidedly in favor of the Palestinians. New Outlook editorial board members said, how- ever, that the symposium would be open to a wide range of views.
