American weapons.
Meanwhile, Israeli mili-
tary sources said the, artil-
lery offensive by Israel and
the Christian militia led by
Maj. Saad Haddad foiled
four potential acts of ter-
rorism against Israel last
weekend.
It has been learned,
meanwhile, that all of the
Palestinian and left-wing
Lebanese groups in south
Lebanon are under the
command of a PLO official,
Col. Jah ISmayil.
In another develop-
ment, villagers from
south Lebanon demon-
strated at the "good
fence" at Metulla to de-
mand more Israeli aid in
the struggle against the
Palestinians and Syrians.
Meanwhile, with interna-
tional and domestic criti-
cism of Israeli raids into
south Lebanon increasing,

Premier Menahem Begin is
scheduled to meet this week
with top Cabinet members
to reassess the govern-
ment's policy.
In
Jerusalem,
the
ministerial defense com-
mittee meeting on the situ-
ation on Southern Lebanon,
scheduled for Tuesday, was
postponed at the last min-
ute, at the request of De-
fense Minister Ezer Weiz-
man.
Weizman
-reportedly
argued that if the situation
in Southern Lebanon were
now discussed at this level,
the Israel Defense Forces'
operational activity would
become a subject for a public
controversy.
Speaking before the
Knesset Security and
Foreign Affairs Commit-
tee Tuesday, Weizman
defended the army's op-
erations in Southern
Lebanon, and reportedly
won wide support from
the committee members.
South Lebanon was rela-
tively quiet Sunday despite
some sporadic firing and
shelling from Palestinian
terrorists that erupted six
hours after a ceasefire went
into effect at 5 a.m. local
time.
However, last week an Is-
raeli army officer, Lt. Ab-
raham Chen Babayoff, was
killed and two other Israeli
soldiers were injured during
a raid against a terrorist
base in south Lebanon.
On Wednesday, U.S. Am-
bassador Andrew Young
unleashed a bitter attack at
the UN on Israeli strikes in
South Lebanon, charging
the "slaughter of innocent
people through random vio-
lence." But Young, who ad-
dressed the Security Coun-
cil debate on the situation in
South Lebanon, also made it
clear that he condemns
Palestinian terrorist raids
in Israel.
The outgoing ambassador
declared that he was speak-
ing "with the full authority
of the United States gov-
ernment." He said that the
U.S. condemns the terrorist
attacks against Israel and
that "no political objective
can ever justify such barba-
rism." Young declared
further:
"Just as strongly we con-
demn the policy of artillery
shelling and preemptive at-
tacks on Lebanese towns,
villages and refugee camps
which Israel and the armed
Lebanese groups Israel
supports have followed in
recent months. They are
wrong and unacceptable to
my government. They are
painfully at variance with
the values which Israel has
traditionally espoused."
Yehuda Blum, Israel's
Ambassador, told the coun-
cil that in light of PLO oper-
ations from Lebanon, Israel
had no choice but to take
necessary measures in its
own defense. Civilians were
'inevitably affected, he said,
because the PLO operated
from refugee camps and vil-
lages. He added, however,
that Israel supports Leba-
non's sovereignty and ter-
ritorial integrity.
