(Editor's Note: The fol- lowing editorial ap- peared in the Sunday, Aug. 26, edition of the New York Times, under the headline "Who Did Andrew Young In, and Why?") "Ten days ago, Rep. The feeling is that somebody did Andy' Young in. And when you ask who did him in, the people say the Israelis.' The same feeling boiled up in different words this week among the leaders of black organizations at a meeting to examine how the successful demand for the resignation of Ambas- sador Andrew Young has in fact further damaged an al- ready unhappy relationship between the American Jewish organizational spokesmen and the rank and file and the leadership of American blacks.' "Who did Andrew Young in? The answer is Jimmy Carter. The next question is why — but the President has not an- swered it. And in his fail- ure to do so he has let stand, and even grow, the impression among blacks' that Mr. Young had to be removed from office to FREE FILM DEVELOPING Bring your Kodacolor or compatible color print film, or any black and white print film along with this coupon. "It was not hard for that impression to take root. Long before the Young af- fair, deep differences opened between black groups and some Jewish organizations over affirma- tive action and quotas. That these same groups had marched side by side in the civil rights movement has made the division that much more dramatic and painful. "Then, when Mr. Young came under fire early this month, a Zionist leader de- manded his resignation in heated, condescending lan- guage. Israel protested the violation of American Mid- dle East policy he told its own ambassador about. And blacks found it hard to understand why a black ambassador who meets with the PLO in New York is re- moved while a Jewish am- bassador who . meets with the PLO in Vienna isn't even scolded. "From what is known about the Young affair, it appears that the reason for Mr. Young's departure was not that he violated Ameri- can policy by meeting with the PLO, nor that Israel protested this violation, as it had every right to do. "The resignation, quite evidently, was spurred by the way Mr. Young tried to cover himself inside his own government and by his un- willingness to accept either his country's Middle East tactics or the discipline that goes with carrying out a foreign policy. "But the public needs a more authoritative answer Goren, at a rally in Safed a day later, took the oppo- site view, insisting that the mitzva of holding onto Eretz Israel was paramount. Priced Sale of Household Contents Conducted In Your Home Estates Liquidated Israeli Rabbis Split Over Withdrawal JERUSALEM (JTA) — The question of whether Is- rael is permitted under Jewish law to give up ter- ritories for peace has be- come the latest issue of dis- pute between the two Chief Rabbis. Sephardi Rabbi Ovadia Yosef says it is, Ashkenazi Rabbi Shlomo Goren says it is not. Yosef made his point last week during a lecture to the annual "Oral Law Confer- ence" at Yad Harav Kook in Jerusalem. He said it was entirely up to the generals and the politicians to de- termine what borders were necessary for security. As far as rabbis were con- cerned, Yosef said, they could only determine that halachically the main point was indeed that of security. If retaining the territories meant war, bloodshed and injuries, then the concept of "Pikua Nefesh" (risk to life) applied, and it shunted aside the "mitzva" of retain- ing all of Eretz Israel. ALUMINUM S1DI G than 'it appears' and 'quite evidently' — and there is someone who can supply it. It might be thought that the President, as a Democrat presumably running for re-election, would have a strong interest in offering that explanation and trying to ease relations between two groups vital to the Democratic coalition. It might be thought that, as President, he would have a strong interest in prevent- ing poisonous racial and religious discord. But the days go by, the passions spread and Jimmy Carter keeps his silence." EDMUND FRANK & CO.
